I am living in France. I want to buy a hewlett packard 15c calculateur app  for my ipad which is available in the German itunes store but not in the French one. What can I do?

Sorry, but there's nothing you can do to get that app if it's not available in the French iTunes Store. You can only use the iTunes Store of the country in which you live and have a valid payment method. All I can suggest is that you contact the developer of the app and urge him/her to make the app available in the French iTunes Store. Or look for a similar app that is available in your country's Store.
