Change to UK App Store
1. Tap "Settings"
2. Tap "iTunes & App Stores"
3.Tap "View Apple ID"
4. Enter your user name and password.
5. Tap "Country/Region."
6. Tap "Change Country/Region"
7. Select the region where you are located.
8. Tap "Done".

What happens when you try...? Make sure you are in the iTunes Store for your Country...
If you are... and have a Valid Payment Method associated with your account...

Close All Open Apps... Sign Out of Your Account... Perform a Reset... Try again...
Reset ( No Data will be Lost )

If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then the steps half-way down this page should let you reset them : http://support.apple.com/kb/HT5312
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you will need to contact iTunes Support / Apple to get the questions reset.

When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down the HT5312 link above to add a rescue email address for potential future use

An iPad can be synched with only one iTunes library at a time. Erasing and syncing replaces the contents of this iTunes library.

I have just been to London and I have not asked for an UK account but how do I get back to my French account ? I have tried to download a new app from Apple France but it did'nt wotk. You must have a verified billing address & be located in the country whose store you are trying to use.
