Upgrading from iPhoto 8 to iPhoto 9 requires a purchase. There are two ways to get to iPhoto 9:
1 - purchase a copy of the iLife 11 disk from a 3rd party retailer like Amazon.com or eBay.com.
2 - if your MBP meets the requirements upgrade you system for free to Mavericks. Then you can purchase the latest iPhoto version, 9.5.1, from the App Store.

Before beginning the download, try temporarily disabling the antivirus, anti-adware, anti-spyware, and any other anti-whatever that is required and is running with that secure OS.

When I plug Ipad to PC, again its ask to download the software. But the software takes times to download ~ 2 hrs I think. About 592MB
I've found the software save in 'Ipad Software update' Could I make use from this?

Does iTunes not see the phone?
If not, make sure you're running the current version of iTunes.

As for iPhoto, you will have to purchase a newer version. It's not a free upgrade. Or, you can use Image Capture, which is built into OS X, to import the photos.
