    Do you mean that the reset link won't show on your account or that the email doesn't arrive on your rescue email address ?
    The reset link will only show if you have a rescue email address (which is not the same thing as an alternate email address) on your account.
    If you don't have a rescue email address (you won't be able to add one until you can answer your questions), or you aren't receiving the email to it (you've checked the spam folder on the account and tried clicking the reset link again) then you will need to contact Support in your country to get the questions reset.

    When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down this page to add a rescue email address for potential future use : http://support.apple.com/kb/HT5312

    How to reset your Apple ID security questions
    Go to appleid.apple.com and click on the blue button that says 'Manage Your Apple ID'.
    Log in with your Apple ID and password. If you have forgotten your Apple ID password, go to iforgot.apple.com first to reset your password with a password recovery email.
    Go to the Password & Security section on the left side, and click on the link underneath the security questions that says 'Forgot your answers? Send reset security info email to [email]'.  This will generate an automated e-mail that will allow you to reset your security questions. 
    If that doesn't work, or  there is no rescue email link available, then:
    click on 'Temporary Support PIN' that is in the bottom left side, and generate a 4-digit PIN for the Apple Account Security Advisor you will be contacting later. 
    Next, go to getsupport.apple.com. If you see a message that says 'There are no products registered to this Apple ID, simply click on 'See all products and services'.
    Choose 'More Products & Services', then 'Apple ID'.
    A new page will open.  Choose 'Other Apple ID Topics', then 'Forgotten Apple ID Security Questions'.
    Click the blue 'Continue' button.
    Select the contact option that suits your needs best.

    About Apple ID security questions
    Go to My Apple ID (appleid.apple.com).
    Select “Manage your Apple ID” and sign in.
    Select “Password and Security” on the left side of the page.
    If you already have security questions, you'll be asked to answer them before continuing. Forgot the answers?
    Choose your new security questions, then enter the answers.
    Add and verify a rescue email address, if that option is available.
    Click Save.

    Go to iforgot.apple.com.Enter your Apple ID
    (reset your password)Then Go to My Apple ID(sign in with new password)
    Note: I skipped right over Password and Security section
    and entered an Alternate email address. (This probably didn't matter).
    So just go to Password and Security and reset answers.(they should be there)
    If their not there then repeat steps and enter an alternate email (save it) then go to password and security...
    The questions should be there to reset...
    Entering an alternate email probably didn't matter but that's what I did too. I deleted alternate email after I resettled the answers in password and security...
    Note: resetting your password should allow you to reset your questions/answers.

    It says it sent it to the email i am using, and it sent out the password change, but im not recieving the security question email. HELP

    I am having the same issue, it just won't send the e-mail. The options that apple provides you are:
    Alternatives for Help Resetting Security Questions and Rescue Mail
         1. Apple ID- All about Apple ID security questions.
         2. Rescue email address and how to reset Apple ID security questions
         3. Apple ID- Contacting Apple for help with Apple ID account security.
         4. Fill out and submit this form. Select the topic, Account Security.
         5.  Call Apple Customer Service: Contacting Apple for support in your
              country and ask to speak to Account Security.

    Basically it tells you to go through the link to manage your ID and click on the link to send you the email (which we all did and clearly it's not workin)
    Then you can submit a form (which I did and was contacted but all they can manage to say is to call customer service as they are "not able to help" through e-mail. So the reply was to follow option 5, however I specified in the e-mail that I cannot call since I live in Costa Rica and cannot make international calls... THEY HAVE ME IN A LOOP I REALLY NEED TO GET OUT OF!!!!! If any one of you gets this issue fixed without calling, please let me know!

    You cannot and need to ask Apple to reset your security questions; ways of contacting them include phoning AppleCare and asking for the Account Security team, clicking here and picking a method for your country, and filling out and submitting this form.
    They wouldn't be security questions if they could be bypassed without Apple verifying your identity.
