I am traveling abroad.  In France my phone was working properly.  Now I'm in England and my battery is being drained very quickly.  What should be done?

I live in the USA, but have traveling in France and am now in England.  My phone worked fine.  When I arrived here I set my phone to the WiFi network where I'm staying.  I have data roaming turned off.  When I'm not at my place of residence, I have WiFi turned off, but my phone is constantly searcing for my carrier.  I think this is what is drainging my phone.  In the settings area, in the Carrier, it show to connect automatically and the and shows right below that , that it is searching constantly even though WiFi is turned off. 
Also,  my settings icon has disappeared from the main screen of my iphone 4.  How do I get it back.  My Google icon has also disappeared.

The searching is not wi-fi related - it is searching for a cell network. You need to disable 3G and Cellular data uder Settings, General, Network.
To find your settings and google icons, swipe the screen left to reveal other screens - they're there somewhere
