this is a United States government website. (OK you can stop laughing now) Specifically a Veterans Administration website for veterans to monitor and keep up on their health status , keep in touch with their Dr and other related topics. does this mean there is no security document for this site. how can I stop getting this message?

Are you having this problem on your Windows 8.1 system?
There can be many causes of certificate errors. If you expand the Technical Details section of the error page (assuming there is one), what is the explanation there? You could copy/paste that section into a reply.
I don't know my way around the site to investigate further. This page works for me: https://www.myhealth.va.gov/index.html

I have tried repeatedly to download the CC update and keep getting "contact customer support" message- this has gone on for over a week.

Reports are that this is a problem with the iTunes Store that they're working on. Some people have had success after signing out of their account and back in. If that doesn't work for you, wait a few hours or perhaps until tomorrow and by then they may have the problem sorted out.

Go to Control Panel > Add or Remove Programs (Win XP) or Programs and Features (later)
Remove all of these items in the following order:
iTunes
Apple Software Update
Apple Mobile Device Support (if this won't uninstall move on to the next item)
Bonjour
Apple Application Support
Reboot, download iTunes, then reinstall, either using an account with administrative rights, or right-clicking the downloaded installer and selecting Run as Administrator.
The uninstall and reinstall process will preserve your iTunes library and settings, but ideally you would back up the library and your other important personal documents and data on a regular basis. See this user tip for a suggested technique.

This sounds as if you have an older AirPort Express that is no longer supported by the newer Mavericks operating system.
To check and see if that might be the case, locate the model number on the side of the AirPort Express. It will start with an "A" followed by four numbers. Hard to see in the faint print.....so you may need reading glasses or a magnifying class to see the model number clearly.
Model numbers A1084 and A1088 of the AirPort Express are no longer supported by AirPort Utility in Mavericks.
You will need to use a Mac running Leopard, Snow Leopard, or a PC to be able to administer the older AirPort Express.
