When you created your Apple ID, did you provide credit card information? If you did, then there may have been something that has changed with that credit card. Despite the fact the app is free, your account has to be in good standing to be able to downoad an app.

Do you have a Mac with Notes? If yes, you could try Time Machine. Sometimes old Notes apear in Spotlight Search and i managed to get deleted Notes back through that.
I case of Time Machine try restoring
~/Library/Containers/com.apple.Notes/Data/Library/CoreData/ExternalRecords/

When this all failed I went to my parent's iMac and logged into my itunes account there and used Safari on their machine but I got an error saying that the itunes store wasn't avaliable. I authorized that computer as well.

Edit: Thae farthest I have gotten it to go is to open itunes. It loads to the store then just does nothing. No prompt to link accounts.
