CS3 is unsupported under Windows 8. That said, you'll need to contact Adobe
directly for serial number issues.

In case you are facing issues uninstalling the app's then please try manual cleanup of Adobe from your machine by following the below mentioned steps:
1. Navigate to Applications and trash all Adobe app's and Adobe folder.
2. Navigate to Applications/Utilities/ and trash Adobe Application Manager,Adobe Creative Cloud, Adobe Installer folder.
3. Go to Library/Application Support and trash Adobe.
4.Go to ~/Library/Application Support and trash Adobe.
Try installing the CC app's and let us know if still the error persists.

The only way to get 10.5 is to purchase it on CD. Such as http://www.amazon.com/Mac-OS-Leopard-10-5-10-51/dp/B0012RAVRC where is being sold for $179.99.
If your optical drive is broken, you will either need to replace it or get an external. There is no other way.
Why do wish to upgrade? As you can see it is going to be expensive, probably more the Mac is worth.

If you need to write or modify documents made with Word, Excel, or Powerpoint, then you need Office. Otherwise, you don't. If you already have it then installation just involves double-clicking on the Office Installer's icon.

I have reset Host file, looked for iphone certificates, set time/date to auto, checked for suspect DNS entries, cleared caches etc etc. It's become a very fustrating problem. First be sure login and password are OK. Sometimes the address starts wit "http://..." and sometime starts with "ftp://...". Try both normal FTP access and Scure FTP access (SFTP). At the end, contact the site's provider.

If you purchased it from Adobe, it is registered and that would prove ownership as well as the emaill they sent with the serial number.

Sign in with the email and password that you bought it under.
Click on the triangle next to your product and you will see the serial number assigned to you.
You have a valid record and proof of ownership. Try again.
