I am trying to purchase the photography plan but thats not allowed to change the country section in the payment information... Its locked on United States... What can i do?

I have already created an Apple ID. I tried to sign in on iTunes, but it said I have not yet used this ID with iTunes. It then directed me to the billing page. There was no option "none" for the credit card payment. It will not let me continue without entering one in.
- Add a credit card or other payment method like redeeming an iTunes gift card.
- Create a NEW account using these instructions. Make sure you follow the instructions. Many do not and if you do not you will not get the None option. You must use an email address that you have not used with Apple before.

about changing my security questions' answer, I logged into my apple Id but there is no option of changing that...
If you can't remember your current answers then if you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then the option to send reset info won't appear, and you won't be able to add one until you can answer 2 of your questions. security questions was the least of my issues, hence, it did not make my gripes summary. the account owner authorized the order over the phone easily, but somehow some way the order still failed to go through. only one agent, the last agent, stayed on the line while the ToSA was being done 1. to check that she was transferring me to the correct ToSA, 2. to check that the ToSA was successfully completed, and 3. so she could me the confirmation numbers i needed to track it.
i had difficulties with completing the ToSA, simple required task for an authorized purchase, not once, but TWICE. the ToSA did not go through on the order on june 3rd for whatever reason. and when i was transferred to the wrong ToSA line in my own attempt to authorize a purchase on june 5th, i can see this error being replicated numerous times limiting the efficacy of an automated system when agents don't stay on the line to confirm that the final step goes through. i even tried getting the confirmation number on june 3rd, but when i called, the verizon system is conveniently down rendering any form of follow up useless. as a consequence, the lack of ability to have a single agent managing the case turns into a telephone game through the documented notes with agents unaware of what has been done previously and the reasons for managing a case a certain way.
another huge frustration i didn't highlight in my gripes is that none of this can be resolved in person at a verizon store. fortunately for those who live next to a corporate verizon building, it is easy. for the rest of us, it isn't quite so. -

Yes, but if you delete the iCloud account and start again, don't you have to wait 90 days for everything to start syncing?? I've been having this problem for months and no one seems to be able to figure it out. I used to have one Apple ID (which was not an email address) and then when iOS came along....and iCloud, they force you to use your email address as ID ....which actually sets up a SECOND Apple ID. I have a Mac, iPad, iPod touch and iPhone. the Apple techs tried to delete the iCloud accounts so that they all said the same thing (email address ID) but then I had to wait 90 days. the 90 days just passed and nothing is automatically syncing yet. I still think there are 2 accounts but if I delete all again.....it's going to be another 90 days (for security reasons, I was told). This is a real pain in the butt.

If you are running v10..7 Lion, install the OS X Lion Update 10.7.4 (Client Combo)
For 10.6 Snow Leopard > Mac OS X 10.6.8 Update Combo
Then restart your Mac. Try the App Store.
If that doesn't help, try the following..
Quit the App Store if it's open.
Open the Finder. From the Finder menu bar top of your screen click Go > Go to Folder
Type this exactly as you see it here:
/Library/Preferences/SystemConfiguration
Click Go
Move the NetworkInterfaces.plist file from the SystemConfiguration folder to the Trash.
Relaunch the App Store and try downloading Mountain Lion.
You may also need to disable anti virus software and turn off the Firewall in System Preferences > Security (or Security & Privacy) > Firewall -
I purchased iphone in London one year back. Then i shifted to India recently. Now when i want to change my credit card detail in itunes, i get an error message that This card is not valid in UK. But i am no more in UK now. In the same page i edited my address but itunes does not change that details showing the above error message.
So you are trying to change the account from India to the Uk right...? Cause it wont accept UK card if you're trying to keep it for India...
