I am trying to purchase something on the App Store and it won't allow me to do so

I tried purchasing something to add to the Real Steel App for my son and it won't let me. I have sufficient funds. However, it's my husbands iPad and he had installed the Real Steel App. I thought I had to uninstall it and reinstall it under an iTunes account I created. After doing so it still would not let me make the purchase.
