If you are using a Windows based computer, try disabling anti virus software and turn off the Firewall.

I closed iTunes and went directly to rent the specific movie and still the same response, session timed out. I completely logged out of iTunes, tried again 5 hours later, still the same timed out response. I have successfully rented, downloaded movies and watched them previously. Any similiar issues for anyone lately? Any ideas why this is happening?

Third-party security software or router security settings can also cause this issue. To resolve this, followTroubleshooting security software issues.
Downgrading to a previous version of iOS is not supported. If you have installed software to perform unauthorized modifications to your iOS device, that software may have redirected connections to the update server (gs.apple.com) within the Hosts file. Uninstall the unauthorized modification software from the computer.
Edit out the "gs.apple.com" redirect from your hosts file, and then restart the computer for the host file changes to take affect. For steps to edit the Hosts file and allow iTunes to communicate with the update server, see iTunes: Troubleshooting iTunes Store on your computer, iPhone, iPad, or iPod—follow steps under the heading Blocked by configuration (Mac OS X / Windows) > Rebuild network information > The hosts file may also be blocking the iTunes Store. Highlight the movie, go to iTunes menu ADVANCED and select create iPad and AppleTV version.

You will need to restore it. The sidebar of your iPad appears on itunes even if you dont enter the passcode. There's the option to restore it. More info:

You will need to restore it. It may not sync, but the iPad's sidebar has to appear you can restore it and it will be as the last time ou synced it to iTunes. For more info:

Welcome to the Apple Community.
If you use the Apple TV for something else or turn it off it will erase whatever is on it's drive. If you are going to download content for later viewing you might consider doing it on the computer, downloads don't disappear until they expire and you can watch them as many times as you want.

If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you will need to contact iTunes Support / Apple in your country to get the questions reset.

Last time I opened ITunes, was told I did not have latest version and proceeded to download new version. If you end up having to remove and reinstall iTunes, make sure you follow all of the steps in this link:

This section contains information that might help your situation, as the order and manner which you uninstall has an effect on the outcome:
Use the Control Panel to uninstall iTunes and related software components in the following order and then restart your computer:

Important: Uninstalling these components in a different order, or only uninstalling some of these components may have unintended affects.
