I am trying to update my iPhoto, but getting the error message, "This update is not available for this Apple ID either because it was bought by a different user or the item was refunded or cancelled."

Apple's servers were having issues earlier today - both iOS apps and Mac App Store apps (like iPhoto) were unable to be downloaded.
The issues seem to be resolved now, though, so I would recommend trying again if you have not.

You may need to buy the newest version from the App Store. If you cannot update via the App Store then you are using the version from a DVD. Updates for that can be downloaded from support.apple.com/downloads/.

As cbs20 alludes, if you didn't buy it new, those apps are registered with the previous owner. If you are the original owner, the support people should be able to help.

I am trying to update my iphoto from 8.1.2 to the current version. The iphoto was installed on my computer when I purchased it so I am unable to upgrade from the app store. I have tried installing some upgrades but it tells me that I need Version 9.0.1 which I can not find the update for that version. I have just installed maverick and everything is working great. My Mac is OSx version 10.9.3

4. Enter your user name and password;
5. Tap Country/Region;

If your computer is running an OS X prior to Snow Leopard 10.6,
the answer (if it is an Intel-based Mac; not old PowerPC model)
would be to buy the retail Snow Leopard 10.6 DVD from Apple
for about $20, and install it. Then update that to 10.6.8 by using
the installed Snow Leopard online to get Combo Update v1.1 for
Snow Leopard 10.6.8. After that is installed & updated, run the
system's Software Update again, to see what else is available to
that system.
Later systems can then be looked into at Mac App Store, once
the computer is running Snow Leopard 10.6.8.
And if your computer is a Power PC (G4/G5, etc) and has no
Core2Duo kind of CPU -- See "About this Mac" in apple menu
to disclose the general info about your Mac. Also you can see
even more by clicking on "More Info" when looking in there...
If it isn't an Intel-based Mac, it can't run a system past 10.5.8.

Well, I just purchased Linksys wifi and hooked it up. It's running fine. When I go to my IPhone settings to see is I'm connected to a wifi, it shows that I am not connected. When I hit my wifi to see or to connect, it takes me to the wifi networks and it's showing my secured wifi as being locked and my guess wifi as not locked. How do I sign in to my own wifi network.

We do have a place in the UK which we could use as an address, but for various reasons it gets a bit complex even though we still have a UK bank account. We moved to France when there were no iDevices and apps around, just bought the occasional music, so it wasn't a problem. Funny thing is I can't even download the free UK bank app because it's not available in the French store .
I'll live with the problem for now as we plan to move back to the UK in a year or so - we miss the weather .

This error is often related to USB timing. Try changing USB ports, using a different dock connector to USB cable, and other available USB troubleshooting steps (troubleshooting USB connections. If you are using a dock, bypass it and connect directly to the white Apple USB dock connector cable. If the issue persists on a known-good computer, the device may need service.
If the issue is not resolved by USB isolation troubleshooting, and another computer is not available, try these steps to resolve the issue:
Connect the device to iTunes, confirm that the device is in Recovery Mode. If it's not in Recovery Mode,put it into Recovery Mode.
Restore and wait for the error.
When prompted, click OK.
Close and reopen iTunes while the device remains connected.
The device should now be recognized in Recovery Mode again.
Try to restore again.
