It may be due to server stress, after all, it is the holidays and lots of people will be getting Macs, iPads, iPods, and iPhones as well as iTunes gift cards so it may just take a little waiting. Keep trying every day for 5 days, and if it doesn't work after that, contact the retailer you got it from or contact Apple. None of us here have any direct contact with Apple, so we won't be able to tell you an exact solution.

Why Apple has this restriction I don't know, but many other download stores do as well.

I cannot use my itunes credits balance to pay in-app purchase

I bought several gift cards and redeem them to my account, so my account has enough balance, and it can be used perfectly well when I buy music or new apps.
But just no in-app purchase!!!!!!!!!! Every time I tried it would show that your purchase could not be completed.
I tried different apps but the same results.
I choosed NONE in my payment information in my account, but I have enough credits balance.

I tried it and it worked. It has used my itunes credit for an in-app purchase.
It hasn’t worked for me before so I was sceptical but apple have fixed their bug and it works now within the game I used to make the purchase.

Try this first - Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.
This works for some users. Not sure why.
Go to Settings>General>Date and Time> Set Automatically>Off. Set the date ahead by about a year.Then see if you can connect to the store.

Select None in the Payment Information window.
Then purchase iTunes gift cards which you can redeem from the iTunes Store to make purchases. Be aware, that the None option is not available in all counties.
