ATV is wireless. DNS is set to Auto. It's not my network.
The ATV's performance with Netflix (only App I tried) was worse using Google's DNS as others have suggested. The problem with the Netflix App (for me) only occurred after the latest iOS update to ATV, and it seems to have affected only the Netflix App.
As I mentioned in my original comment, the Vizio in my room (which happens to be further from the WiFi source) runs just fine and streams Netflix with no issues. In fact, we can run it while simultaneously streaming on the ATV and the Vizio Netflix App still doesn't skip a beat. I can simultaneously run two or three other laptops on WiFi (since my wife and I both work from home) and she'll have the Vizio streaming the entire time and there are no issues.
If we switch the ATV to Hulu+ (or other Apps), it runs fine, but the shows my kids want to watch are on Netflix. All indications point to the Netflix App and an issue endemic to Apple.

Check current speed using speedtest.net
Go to istumbler (Mac) or netstumbler (PC) to get a report of your network, it will help to see if there's interference.
On Apple TV, go to settings - general - network and make sure DNS is set to automatic.

Hi WiseJD - All other aspects of phone work fine. It is just when I wish to purchase on itues that my id and password was suddenly no longer accepted. I have Win7 64 bit and when I tried to install the latest I-Tunes update it failed and told me to reinstall. I attempted the reinstall and got the same result. I have attempted this several times already even after following the recommendations from Apple website to correct this problem. I have installed numerous updates for I-Tunes and this is the first one to fail. Is there a fix in the works from Apple for this? I believe the update is flawed and should be re-evaluated by Apple and this update re-issued with different version #.

It was easy to set up, easy to use, got done watching the movie. Transferred from HDMI to TV and as my question above notes. Recently,, I've been having a problem when accessing Netflix on my Apple TV.
I go and select a movie from my list and it seems like its going to start playing and all I get is a spinning gear.
I've tried restarting Apple TV, that does nothing. I've checked my network settings and it shows a full strength signal.
I can switch to You Tube on Apple TV and videos play fine.
However, I can access Netflix using my PS3 and movies stream normally.
Can anyone provide some trouble shooting steps to try?

That indicates a network issue, the signal/network test on the device isn't going to be a proper indicator.
Try connecting via ethernet
Make sure DNS is set to auto (settings - general - network)
Get a network report by going to istumbler, netstumbler or similar. See what it says for signal strength, noise and nearby networks.

There's an issue currently that a lot of us are experiencing in that we all get the error message "iTunes is currently unavailable; please try later"

As it stands iTunes cannot be accessed via ATV's and nor can it be streamed via AirPlay from iTunes to the ATV

Could it be that you or your daughter used your daughters Apple ID to install these apps? Make sure that your Apple ID is set up in "Settings > iTunes & App Stores" then delete the Apps when your daughters ID appears and then re-download them again by using your own Apple ID. This should fix the problem.

Apple Support had me delete the image file from the following location:
~/Library/Containers/com.apple.configurator/Data/Library/Caches/com.apple.confi gurator/firmware/
The file name was iPad3,4_8.0_12A365_Restore.ipsw
I deleted this file and ran the prepare again and it download the iOS 8 ok and successfully prepared the iPad.

What is the error? Are you following the Bootcamp instructions? Where on the "internet" are you trying to install from? Did you try downloading from here http://www.apple.com/support/bootcamp/downloads/?

Were you running iOS 7 beta? If so, as a developer you need to log into the Developer forum using your developer credentials for assistance.

Either wait it out or contact Asurion and complain. They sent you a used phone as JB said above. There is nothing anyone here or at Apple can do about it.
