I am unable to make any purchases in the App Store. I have $15 in the account but I still can't buy any games. It only lets me purchase free games. It says "this Apple ID is now locked and unable to make any purchases"

You are in the same country as you have on your iTunes account, and you haven't been trying to use another country's store ?
Try contacting iTunes Support (these are user-to-user forums) and see if they can/will unlock it : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page

    3.Tap "View Apple ID"
    4. Enter your user name and password.
    5. Tap "Country/Region."
    6. Tap "Change Country/Region"

    I've never seen such an error before. I think you're using the serial number instead of the redemption code?
    There should be a scratch off code on the back.

    Start here (change country if necessary) and navigate to 'Password and Security', reset your security questions using the link provided, you will receive an email to your rescue address, use the link in the email and reset your security questions.
    If that doesn't help, you don't receive a reset email or you don't have a rescue address, you should contact AppleCare who will initially try to assist you with a reset email or if unsuccessful will pass you to the security team to reset your security questions for you.
    If you are in a region that doesn't have international telephone support try contacting Apple through iTunes Store Support.

    FYI, I got a response from this department telling me the following:
    Please bear with me, Joel - being a part of the iTunes Store Customer Support, which answers nontechnical questions exclusively about billing, customer accounts, downloading purchases, and iTunes Store content, I am a bit limited on the depth of support I can provide on the tech side of things.
    She went on to say, "for this issue, you need to call our AppleCare technical support team."  Because my MacBook is a couple years old, I don't qualify for free AppleCare support.  So, I'm hoping the community might still be able to help me out here.

  • Why can you not use Apple Pay for purchases in the App Store or iTunes?

    To make a purchases in the App Store or iTunes, it appears you can only pay by entering Mastercard, Visa, Discover, or AmEx information.   If you select none and try to make a purchase, you will again be prompted to enter this information.  I would like to use my Apple Pay account to pay for Apps/tunes, but that doesn't  seem possible.  It seems this negates one of the primary benefits of Apple Pay, which is to make purchases without turning over your credit card information to the merchant, in this case Apple.  I know you can pay with Touch ID, but that is only authoring payment from your credit card information you have on file.

    It sounds like you are wanting to use ApplePay to purchase content from either the iTunes or App Stores. According to the following article, you are correct. ApplePay is for in-app (if the app supports it) or purchasing from a retail store.

    On iPhone 6 and iPhone 6 Plus, you can use Apple Pay in stores that accept contactless payments. Look for one of these symbols at checkout:

    On iPhone 6, iPhone 6 Plus, iPad Air 2, and iPad mini 3, you can use Apple Pay to pay within apps when you see the “Buy with Apple Pay” or “Apple Pay”  button as a payment method. Look for these buttons in apps:

    Can't make any purchase from the AppStore even if it is free ,It always tells me error has occurred. This happens since I upgraded to Mavericks,, Could you please help

    Launch the Console application in any of the following ways:
    ☞ Enter the first few letters of its name into a Spotlight search. Select it in the results (it should be at the top.)
    ☞ In the Finder, select Go ▹ Utilities from the menu bar, or press the key combination shift-command-U. The application is in the folder that opens.
    ☞ Open LaunchPad. Click Utilities, then Console in the icon grid.
    Make sure the title of the Console window is All Messages. If it isn't, select All Messages from the SYSTEM LOG QUERIES menu on the left. If you don't see that menu, select

    from the menu bar.
    Click the Clear Display icon in the toolbar. Then try the action that you're having trouble with again. Select any messages that appear in the Console window. Copy them to the Clipboard by pressing the key combination command-C. Paste into a reply to this message (command-V).
