Let's try a standalone Apple Application Support install. It still might not install, but fingers crossed any error messages will give us a better idea of the underlying cause of the issue.
Download and save a copy of the iTunesSetup.exe (or iTunes64setup.exe) installer file to your hard drive:
http://www.apple.com/itunes/download/
Download and install the free trial version of WinRAR:
http://www.rarlab.com/
Right-click the iTunesSetup.exe (or iTunes64Setup.exe), and select "Extract to iTunesSetup" (or "Extract to iTunes64Setup"). WinRAR will expand the contents of the file into a folder called "iTunesSetup" (or "iTunes64Setup").
Go into the folder and doubleclick the AppleApplicationSupport.msi to do a standalone AAS install.
Does it install properly for you?
If instead you get an error message during the install, let us know what it says. (Precise text, please.)

    When you reinstalled, did you first uninstall, and remove all 5 iTunes related components and any remnant files in either Program Files directory?

    This worked for me:
    1 Go to the finder menu bar at the top of the screen
    2Click go
    3 click applications
    4 go down to iTunes and right click on Show Package Contents
    5 open contents folder then go to mac os folder
    6 open the terminal marked iTunes in that folder
    This should force it to open and function enough, it will not allow importing of music from a desk top

    Note that, as it says in those articles:
    iTunes Store purchases or songs imported from CDs are saved in your My Music folder by default and are not deleted by removing iTunes. While it is highly unlikely that you will lose any contents of your iTunes Library when following these steps, it is always a good idea to ensure that your iTunes library is backed up. Yet when I try to restore it with Itunes on my windows 7 laptop it says the network connection has been reset. Make sure your network settings are correct and your network is active, or try again later. My phone has the itunes logo and charger symbol on it, as well as an arrow pointing at the Itunes logo. After holding the sleep button down or even doing the hard reset the same screen comes up on my phone regardless of whether it is plugged in or not to my computer. I have turned my computer off and on again. It is plugged in and charging as it's battery life is very short. I also reset my modem and the same error message pops up. The only option on my computer when my phone is plugged in is to restore it. My firewall also allows Itunes through it. I have literally tried everything I know being someone who knows very little about technology. I also do not want to hear about how the update worked for other people. My phone has been in recovery mode for 5 hours at least now so it will just make me more frustrated if a bunch of people post about how the update worked for them.

    Once the Device is asking to be Restored with iTunes... it is too late to save anything... and you must continue with the Recovery...
