I barley got my white ipod touch and ive been noticing that it glitches and at times the screen doesnt respond to me when i touch it

my ipod has glitches and it really annoys me at times and idk what to do?
another problem i noticed is the battery when i charge it.
it tells me its fully charged and then the next minute the battery goes down a little and shows its charging again.
so idk what to do i just bought my ipod this month and idk if i should return it for another onebor if thats a normal thing for all ipods

I tried to restore my iPod Touch 2nd generation and now it won't sync to itunes. on the screen it shows the usb end of the cord and the iTunes logo over it. Is it broken?

It means the device is in recovery mode. You'll need to reconnect it to iTunes and restore it again.

Your nano would really have nothing to do with it at that point. It is really something between iTunes and whatever server out there on the internet that it is trying to connect to for the update.
Try posting this one in the iTunes forum, they might have a solution for you.

Pretty much BRICKED.

Really GLAD I did not update the two ATV2s.

I've have done all of the tips Apple has suggested and have tried many times to restore it but it still won't work. IThe first time it went through the whole process and it seemed like it worked but it still showed the Screen that has a iPod power cord that has an arrow pointing to the iTunes thumbnail. ... AFAIC Location Services is a joke.
With both devices sitting side by side on my kitchen table, Location Services has NEVER shown the devices to be any where close to each other, and at times Location Services has been as much as a 1/4 of a mile off between the two devices.
Your iPod Touch has no GPS receiver so determining its location relies upon wireless routers whose location is known. Its "location" is actually that of a wireless router. Your iPhone 4 can use GPS, cellular triangulation, and Wi-Fi. One would think GPS would be most accurate but urban areas have a greater density of cells and GPS signals are easily obstructed so cellular triangulation is often more accurate.
Therefore the two devices' locations can be expected to be different. Differences of a quarter mile are easily explained if you understand how location services works: http://support.apple.com/kb/HT1975
