I begin a download it stops. Message reads: Error getting License: License Server Communication Problem: E_STREAM_ERROR.
I have a working internet connection and this has happened multiple times. ADE is up to date, as well. Any assistance would be appreciated.
I am running a PC with Vista Home Premium.

Open Adobe Digital Editions.
Select Library > Authorize Computer...
The 'Authorize Computer' dialog box is displayed.
Under 'eBook Options', enter your Adobe ID (email address) and password.
Click 'Activate'.
Click 'Finish' to close the 'Setup Assistant' dialog box. -

I would think that it shouldn't matter if the ADE is 2.0 or 3.0. -

What worked for me was to pause my anti-virus (I'm using Kaspersky Pure 3.0) and simply resume after the download was complete but first check the above mentioned by Dominic Michael.
"Please check your internet connection, any proxy or firewall is blocking the communication with the licensing server." -

I have contacted the company that I got the downloadable file from, and they say it is an Adobe problem.
Does anyone know how to fix this? Or how to contact Adobe?

I don't really know what to do. I download a book from my library and it then goes to my download folder in finder (I have a macbook pro). When I double click on the downloaded book to open, digital editions comes up and then I get the following message
Error getting License. License Server Communication Problem:
E_ACT_NOT_READY
The only option I have at that point is to close the window. My computer is registered/authorized and I have tried everything I can think of but can't get the books to download into adobe digital editions.

Please try de-authorizing and authorizing again.
Steps to De-authorize
1) Switch to Library Mode by clicking Library button
2) Select menu item Help--> Erase Authorization or Press Ctrl+Shift+D
3) Click Erase button to De-authorize
Steps to Authorize
1) Launch ADE
2) Switch to Library Mode by clicking Library button (if you are in Reading Mode)
3) Select menu item Help-->Authorize Computer or Press Ctrl+Shift+U
4) Enter the valid credential to Authorize

My Lion download stalled during the download and now I can't continue the download. The message I now get is that the Lion download is "waiting". How do I continue the download or start a new Lion OS download? Does anyone have any suggestions?

I've spent hundred of dollars on books that I can't get access to! How can I fix this?I've been having the same issue! I've tried uninstalling and reinstalling ADE but that hasn't helped; I've even created a new Adobe ID and that was also a fruitless venture. I haven't yet tried to unauothorize my device, but I am hesitant to do so as it seems that others have tried and have not succeeded. I am desperately caught in the middle of a series and I would love to have access to the new books that I've been trying to download from my library!

Thanks!I'm having the same problem. Just installed Adobe Digital Editions 4 on my Windows 8.1 computer and can't get to ADE's to download or return books to my library. The Overdrive app seems to be working fine but ADE's won't start? I don't get the open pop up. Books I have checked out of the library show in ADE's when I go to it independently. Sure hope someone has an answer.
