If you can reach the original owner, then yes, it can be managed without them needing to physically have the device. I'll go down your list one by one.
1. Access mail - which I know that the iPad can do.
Enough said.
2. Save an excel or word or ppt of PDF attachment for review.
You can view these types of documents natively on the iPad as Tgara has mentioned.
3. Open an review and maybe change a excel or word file.
There are many apps that allow this. I personally prefer Apples iWork programs, Pages, Numbers, Keynote. They tightly integrate with iCloud.
4. Resave such above files.
With Pages, Number, Keynote you can save/resave files in iCloud and locally. Also you could use dropbox to save your files on dropbox and provide a way for you to share a folder with coworkers/family and they can add/view/review files from there and you can see the changes on your device.
5. Reply to a mail attaching a file.
This is possible in many ways. From dropbox, or another app you can email files with the share button.
6. Be able to rename files and store them in specific folders.
This goes back to dropbox/iCloud. iOS doesn't really have a traditional file system. If you save a PDF it isn't saved anywhere you can just open it. You would have to open an app that supports view PDFs and select the PDF you wish to view. The same goes for documents, spreadsheets and etc.

You got ripped off. You bought a hacked/jailbroken phone. That's what error 1015 means. Return it and get your money back if possible and buy a phone from a legitimate source.
Discussing jailbroken / hacked phones is forbidden by the terms of service. Jailbreaking / hacking voids any warranty and forfeits your right to support here or from Apple. You can not get help here. -
I recently bought an iPad from a pawnshop and when I go to set it up it keeps asking me to sign in with a previous owners ID and password. How can I bypass this, as the person is no longer reachable to get the password from. Please tell me this isn't a paperweight now?!
Without their password you have a brick. You should take it back to the shop, who shouldn't have sold it to you in this condition.

If those solutions don't work your iPhone 4s has developed a hardware problem. The permanent solution is to get it replaced. I have not heard of Apple replacing long out of warranty iPhones.

IPad2 says No Sim and cannot access 3G. Can this be fixed without it being replaced??
This past June, my iPad2 started saing that no sim card is detected. For the last couple months, I can only used it with wifi. I have tried resetting the settings under general and messed with airplane mode and no success. I finally took it to apple this week and they tried another Sim card and that wasnt the issue. They said it would have to be replaced but being out of warranty, the cost is $250. I refuse to pay that when I did nothing to it to make this happen. Am I out of luck or is there maybe another step I can try to get this working? Thanks
Well, it sounds like you have two other choices:
1. Live without the SIM card - your iPad would become WiFi only.
2. Take it to an independent Apple repair facility. Their cost might be slightly less than $250. -

Can you compare the number of different locations you load in the sidebar to the number of entries on the back button history? Normally Firefox doesn't keep track of background requests that modify a page, but a script might be able to turn that on, or perhaps an add-on.

I bought an ipad on ebay that may be stolen. IT IS A HUDE DILEMMA. I have already talked to a police officer where I live but he will not file a police report.
I will explain the situation as best as I can. I bout an ipad on ebay and it said Steve's computer and had an Apple ID of a nother perosn. I contacted that person, in an attempt to find out of he is the rightfulowner of the ipad. He said it was stolen and he is the owner. I emailed him several times and found out her never made a police report of the "stolen" ipad. I talked to Paypal and ebay in an attempt to get my mpney returned. In order to get my money returned, I need the police report. I asked the "steve" the so called owner of the iPad to make a police report. He screamed at me on the phone and said he would in no way make a police report.I asked him why not. Then he canget his computer back. I hung up on him because he was calling me names.
All the time the seller was ignoring my emails. (Of course, a thief's bahavior.)
I opned a case on ebay. Then it turns out the seller has been talking to ebay representatives many times. They(ebay) emailed me many times and asked me to "work it out" with the seller. Ha! ha!

She said that she sold the computer to someone on ebay.(Steve) He didn't like it and returned it to her but did not erase his ownership or apple registratiion details. She (seller on ebay) said that he is mad that she made him pay the return shipping so he is getting back at her by saying it is a stolen computer.In addition, I pleaded with this "Steve" to erase his ownership details so I can use the computer which I actually purachsed. However he refuses to erase his ownership or registration of the computer.
This is my probelm: I want my F______ money back but the seller won't give me my money back. And ebay said for me to "work it out with the seller"
Very funny! I am the only one who is loosing. I paid $350.00 for an iPad that I cannto even use. It may be stolen and it may not be stolen and a stupid police officer in Honolulu will not even report it.

Kim 1958 just another old person with a computerYou have a valid claim with eBay against the person who sold it to you. It was sold to you as a usable iPad. The person knew it had a persons ID on it , hence it was sold under false pretenses. Keep all your correspondence with all parties. File the claim within 60 days with eBay and Paypal. Step one is always work it out with the owner, you tried, now file the claim. If they are a legitimate business you'll get your money back, they can't afford the negative feedback. Remember the person knowingly sold you a iPad you could could never register. Misrepresenting a product is probably the number one no-no with eBay. Good luck.

If you are trying to activate an iPad or iPhone and it is asking for a previous owners Apple ID and password, you have encountered the Activation Lock. This is a security feature that prevents thieves from setting up and using a stolen or lost iPad or iPhone. You have no alternative. You must contact the previous owner to get permission to use the device. If you cannot contact the previous owner return the device to where you bought it and get a refund. You will never be able to activate the device and no one can help you do it.

There is no chance at all that you can activate the iPad without the previous user's Apple ID and password. That is the feature of iOS 7 Activation Lock.
Every time I read one of these post, I can't help but think that the user asking about this (in this case - you) was duped into purchasing a stolen device. If the seller was legit, they would have erased the device completely before they sold it. -
