I bought a iphone 4 used from a store, ad to retore it on my computer just now due to it not starting back uo its asking for the orginal owners apple id and i have no clue who that is.. i have had the phone for a few months now what i can do ?
I bought a iphone 4 a few months ago, used from a store .. i had to currently restore and update my phone today due to it saying connect to itunes it wouldnt do anything else so i did other wise, now my phone turns on but wont go past the apple id and the orginal owner still had there apple account in the phone and its asking for that account to actiavte the phone again and not mine , im stuck and dont no what to do i just want my phone to turn on again

You have encounter Activation Lock, the antitheft feature of the iPhone. The previous owner did not remove the phone from their account. The phone cannot be used until they do. Return to the store and let them sort this out. It is very unusual for someone to "forget" to disable activation lock, as it is necessary to do so to erase personal information on the phone. So it is quite likely you bought a stolen phone.

I hope you bought this from a store, you can return it and get your money back. BUT if you bought from a person off the street or off the net, someone you don't know... I'm thinking you just got screwed! And are out the money and have an expensive paper weight. I hope I'm wrong, but I think you have a stolen iPod. If you can find the person that sold it to you return it and get your money back, but I'm thinking they are long gone. If you can not find the person report it to the police and turn it over. Login to the app store with YOUR ID. You can't use the app store without an Apple ID. If there are apps on the phone that were purchased with the original owners ID, you do NOT own them. The owner had no legal right to give them to you and they are permanently tied to the ID that was used to purchase them.

Based on the OS that it shipped with, the Mac, it's OS and the installed apps, such as iLife are all associated with the original owner's Apple ID. He was supposed to erase the Mac, reinstall the most recent version of the shipping OS and call Apple to request the Mac be disassociated from his Apple ID. You will have this type of issue until that has been done. -

When I go to the apple store it works but if I go to apps to download something it only shows the previous owners apple ID and I don't know where to go to change it to mine.You would change it in settings.

I already authorized my computer. But as soon as transferring is started, the message appear again says as "you've already authorized this computer" and the transferring stops.

ThanksWithout contract is not the same as unlocked. The update to iOS 7 relocked
the iPhone to the wireless carrier to which it was originally locked. You must
contact that wireless carrier to see if they offer unlocking and if you qualify.
If you used jailbreak or other hack to unlock the iPhone initially, the method
used may prevent a legitimate unlock from succeeding and may render your
iPhone unuseable. -

You need to use the credentials for the iCloud account that was used to turn on the Find my iPhone service.

If you've been walking around for 2 years with someone else's account set up for Find my iphone, then you'll have to get hold of that individual. If you can't, there is no way to bypass activation lock. -

No. Since Globul is one holding the lock and they told you only after your contract expires then there is no way to get it unlocked.

I bought an iPhone 5 from the Apple store with a new Sprint contract in Sept. 2012. I would like to know if I port my number to T-mobile and pay off my Early Termination fee with Sprint, will my iPhone 5 will be unlocked to use with T-mobile network?
As Ethmoid says, it is still a CDMA phone as I told you earlier, and it will not work with t-mobile. Even if Sprint unlocked the phone, it would only unlock the GSM side for international use. They will not unlock the GSM side for domestic use in the US.
