I bought a movie off of iTunes on my iPhone and it won't download

Okay.
I'd report the problem to the iTunes Store, then.
Log in to the Store. Click on "Account" in your Quick Links. When you're in your Account information screen, go down to Purchase History and click "See all".
Find the item that is not downloading properly. If you can't see "Report a Problem" next to the item, click the "Report a problem" button. Now click the "Report a Problem" link next to the item.

It starts to download (very slowly), but when my phone died and came back on after I plugged it in, it had started downloading all over again. I would recommend for these symptoms that you delete the song and re download it using this article:

Are you trying to download it over Wi-Fi over sync it to your device via iTunes? Do you have restrictions for installing applications enabled on your iPod Touch? To check, head to Settings -> General -> Restrictions.

I have firefox and I went to download my movies on a website and it won't download them because I need IE plug-in for Firefox for the 5.0 version need help on this one.

Carry on deleting things because you haven't got enough storage. Note that movies take some GBs of storage

You can't drag video into the filesharing pane of iTunes, you can only transfer projects.
Videos need to come in via the photos tab of iTunes.
The easiest way to get videos from the iPhone to the iPad is via the project export import.
Projects can be exported from the iPhone, then imported to the iPad like this:
iPhone Send a project or trailer to iTunes
If the marquee screen isn’t showing, tap the My Projects button .
Scroll to center the project or trailer you want to share.
Tap the Share button at the bottom of the screen, and then tap iTunes; tap OK when iMovie indicates that export is complete.
Connect your device to your computer, and then open iTunes on your computer.After a moment, your device appears in iTunes, below Devices on the left.
Select the device, and then click Apps at the top of the iTunes window.
Select iMovie in the Apps list below File Sharing. (You may need to scroll to see it.)
In the iMovie Documents pane, select the file you just shared, and then click the “Save to” button; save the file to your computer in a place where you can find it easily.You can also save the file by dragging it to the desired location on your computer.
Disconnect the device from your computer.
