How to report an issue with Your iTunes Store purchase
To report an issue with a purchase, follow these steps:
Open iTunes. If you are already signed in, skip to step 4.
Choose Store > Sign in.
Enter your account name and password, then click the Sign In button.
Choose Store > View My Account.
Click the Purchase History button.
Click the Report a Problem button at the bottom of your purchase history.
Click the arrow next to the purchase with which you want to report an issue.
Click the Report a Problem link next to the item with which you wish to report an issue.
Click the Problem menu.
Choose the option that best describes the issue. If none of the options match your issue, choose "My concern isn't listed here."
Write comments about the issue (optional).
Click the Submit button
The iTunes Store's Customer Support team will contact you as soon as possible, typically within 24 hours.

    I'd report the problem to the iTunes Store.

    Depending upon what country that you are in (music can't be re-downloaded in all countries) then try deleting the incomplete tracks from your iTunes library and redownload them via the Purchased link under Quick Links on the right-hand side of the iTunes store home page on your computer's iTunes : re-downloading.
    If you aren't in a country where you can re-download music or if they re-download in the same state then try the 'report a problem' link from your purchase history : log into your account on your computer's iTunes via Store > View My Account and you should then see a Purchase History section with a 'see all' link to the right of it ; click on that and you should see a list of your purchases ; find that album and use the 'Report a Problem' link.

Open iTunes on your computer and log in with your apple id that u ise to purchase the songs ,on the left it says store or apple app store ,then on the light side you should see purchases click on it  you will see all the stuff you purchased shoose music then you will see your albums with a cloud next it click on the clouds the will start downloading .
    Or open iTunes and log In with your apple I'd the computer will let u know that u have stuff ready to download.

    I downloaded the album Believe and one song did not download and another song only half way downloaded.

    Assuming you are in a region where you are allowed to redownload your past music purchases, delete the corrupt tracks from your iTunes library, close and then reopen iTunes, go to the iTunes Store home page, click the Purchased link from the Quick Links section in the right-hand column, then select Music and Not on this computer. You should find download links for your tracks there.
    While downloading select Downloads in the left-hand column and make sure Allow Simultaneous Downloads is unticked.
    If the problem persists, or that facility is not yet available in your region, contact the iTunes Store support staff through the "Report a problem" links in your account history, or via Contact Support.

    Depending upon what country that you are in (music can't be re-downloaded in all countries) then see if it shows under the Purchased link under Quicklinks on the right-hand side of the iTunes store home page on your computer's iTunee. If it shows there but doesn't have the clpud symbol against it for redownloading then is that track listed in the Music part of your library i.e. where you would click on it to play it ? If it is then delete it from there and it should then get the cloud symbol against it in Purchased.
    If you aren't in a country where you can re-download music or if it re-downloads in the same state then try the 'report a problem' page to contact iTunes Support : http://reportaproblem.apple.com . iTunes Support should reply within, I think, about 24 hours.
    If the 'report a problem' link doesn't work then you can try contacting iTunes support via this page : http://www.apple.com/support/itunes/contact/- click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
