I bought an app on my ipod, it never downloaded but I was charged

I bought an app and doesn't show up in my purchase list on the itunes. It does show on my account invoice, when I try and access the app at the store it wants me to buy it again, how can I get it downloaded? It never even started to download to my ipod, just did the charging process for the card, then nothing. Again, in Itunes it doesn't show under purchases, when I select to update the app, it doesn't give me the FULL version I just bought, can't figure out how the heck to get it downloaded without a 2nd 4.99 charge???

    Using the same Apple id and Password you should be able to download purchased apps without being charged again.
    I download to an iPad/iPad2/iPhone3 & iPhone4 with no problem.

    That is determined by what type of disk that it is. It may be a disk that only allows you to install Windows on your Dell computer and would not allow Windows to be installed on a Boot Camp partitition or as a virtual machine in an app such as VirtualBox on your Mac. If that is the case, you would need to purchase a retail Windows install disk.

    Log in to itunes via your acct. and there is a setting for direct downloads or save and download later, see which one you have selected, I'll bet it's save and download later.

    You can try putting it into Disk Mode

    If that works, you can see if the computer will recognize it when connected, either in iTunes or by the system.
    NOTE:  You can also try putting it into Disk Mode WHILE it is already connected to the computer.
    If the iPod is recognized, you may be able to use one of the third-party methods or utilities to transfer song files from iPod to computer.  You can do a Google search on something like "ipod transfer" to get some links (add "mac" to the search if your computer is a Mac).
    Once the song files are on your computer, add them to that computer's iTunes library, then sync it to the new iPod.

    It can take a while for your money to show up in your bank, but a week is a bit over the top. Try contacting iTunes Store Support to make sure the refund was issued.

    If you have the left-hand sidebar showing click Apps under Library, if you don't have the left-hand sidebar showing then click Done at the top right of the screen to go back to your library and then select Apps via the selection button top left.
    You will now be able to permanently delete apps from itunes - Select app - right click - delete - send to recycle bin

    What have you tried so far in terms of troubleshooting this issue?  Are you plugging the iPod into a high powered USB 2.0 port on the back of your PC? Have you tried a different USB cable?
    What happens if you try to reset the device with it still connected to the PC?

    I did that.  Clicking "report a problem" doesn't bring me to the screens shown on your link; it opens the Apple Support website.  That's how i got here to ask the question.

    I bought a app on the App Store and when I try to download it says "you have already purchased this all, it will download now with no additional charge"

    I had same problem. All that was next to app was the cloud icon (ie.not 'open') and  kept getting same message when trying to download. I found this fix on another discussion that worked wonderfully for me. The guy who found this deserves credit:
    1) Open iTunes and go to the iTunes Store
    2) Click on your account ID in the upper left-hand side of the window and select account from the drop-down
    3) You may have to enter your password, but will then be shown the Account Information screen
    4) Look at the top of this screen for a section indicating you have a pending download and click download
    5) Either install via sync or on your device itself
    I just re-clicked on the cloud in the app-store on the device and it finally worked!  It must have been in some sort of app-limbo.
