Why can't you use it?
If you can't use it, then you will either have to return it to the Canadian Apple store where you purchased the phone or sell it online, somewhere like Ebay to someone who can use it.

There are way too many posts on this forum from people who buy used iPhones on eBay and who then have problems. I would second wjosten's suggestion to return the phone, get a refund and buy a phone from an authorized dealer.

Some more details will probably be required. The OS X version will help, as a start.
If you have the diagnostics DVD disk, boot that and see if there are any errors logged.
If this is OS X that's installed on a MacBook Air that you're using, then some of the usual triggers and approaches for resolving the still waiting for root device errors are discussed here. Have a look at that, and see if something in that sequence looks familiar, whether the PRAM reset or the safe boot helps or works here.
If there's any anti-malware, I/O accellerator, antivirus tools or similar installed, get rid of it. At least for testing.
There's a mention of "other OS" in your footer. If not OS X, what is the operating system in use here? If this is some other hardware or software involved, then the triggers for this error can vary. Widely.

Try to Reset your device.
Press and hold both the Sleep/Wake button and the Home button for at least ten seconds, until the Apple logo appears (ignore the Slide to Power Off option that shows up first).

You can purchase the newest version of iPhoto on the Mac app store. Cost (in US dollars) is $14.99.
It sounds like you downloaded an iPhoto update to take version 9.1 up to 9.3. You can't use it with version 8.x.

You will have to speak to the mobile operator that your friend was with, because I think iTunes locks the iPhone to that carrier. For instance, if he/she was with AT&T then speak to them... if he/she was with Vodafone then speak to them.
There is no such thing as an unlocked iPhone, at least that is what an Apple Genius employee told me as he explained what iTunes does when your connect the device to your computer. I guess technically speaking before connecting to an internet enabled PC then it is unlocked, but I understand what he was alluding to.
Just to be clear, wait for one of the more experienced users here to confirm or deny what I have written.

That suggests that another application has stashed old QuickTime componentry in your system files.
So just in case we'll go looking for older QuickTime componentry in the most common locations for it to be stashed.
First we'll need to change some view settings.
In your Start menu, open Computer.
In your Organise menu, select Folder Options.
In the View tab, make sure that "Show hidden files and folders" is selected, and Hide extensions for known file types is unchecked.
Click OK.
Now in Computer, open your C:\ drive (or whichever drive you have your operating system installed on).
Open the "Windows" folder.
If you have a 32-bit version of Windows, open the "System32" folder.
If you have a 64-bit version of Windows, open the "SysWOW64" folder.
What files and folders can you see in there with QuickTime in the title? (In a standard installation of Quicktime you should be seeing precisely two files... QuickTime.qts and QuickTimeVR.qtx ... and no QuickTime folders whatsoever.)
