I bought an iphone 4 locked with att carrier with another number.

My question is can i bring this iphone 4 to the official of ATT, and can they locked into my number instead of the one that is locked with?

the issue is that the phone it is brand new, my friend he decided to sell the iphone so if i bought it i have to do the activation myself at home with itune. Since the phone i locked with his number there no way i can do the activation. My concerned is that can i bring to ATT and let them locked into my number, of course i have to sign 2 year commitment with them. Can i bring the phone to them?
