That stands for Arab Emirates. Facetime is banned there, and as such iPhones destined to be sold there cannot have facetime.
There is no way to install it either. That model of iPhone can never have Facetime.

Since it is only the headset that is the problem and not the iPhone it would be better to just buy a new set and not let yourself be frustrated over it. If you send anything to your sister before the one-year warranty is over, include the headset so she can exchange it at an Apple store.

Facetime is blocked in UAE and KSA per government regulations.
Restriction is based on serial number and taking the iPhone to
another country will not allow installation of FaceTime. There have
been reports of gray market iPhones being sold in the middle east
which do have FaceTime. Such iPhones have no warranty and
usually have been hacked to operate in the Middle East which
causes all sorts of problems.

Without contract is not the same as unlocked. The update to iOS 7 relocked
the iPhone to the wireless carrier to which it was originally locked. You must
contact that wireless carrier to see if they offer unlocking and if you qualify.
If you used jailbreak or other hack to unlock the iPhone initially, the method
used may prevent a legitimate unlock from succeeding and may render your
iPhone unuseable.

when you start using iCloud on any iOS device and enable find my iPhone, this prevents a new user from using it, and also prevents anyone from using the phone
as it is locked to previous owners account ,this is also the case if when a phone is lost or stolen.
the only way around this is to have the previous owner reset their apple id by going to @ applied.apple.com
if they are unable to do this, then the only other way around this is to have the previous owner get a copy of their original receipt and call apple support who can then lift this lock if they get a copy of the receipt

I used the phone for about a month with no problems at all, even had my apple ID in the icloud and everything... well ios 7.0.6 came out and I used my computer to restore the phone, because I feel that the cord and computer gives it a better restore, it did great no problems, and when it went to the part where I went to activate the phone, I get a enter your apple id and password to complete activation... Wait... why is this up i thought, I thought I did everything like I suppose to to succesfully switch it to me, the new owner... but now its asking for some C******@yahoo.com.... I only have @gmail.com emails and none start with a C... The guy sold me the phone because he was switching to Verizon, and I tried to call him, and now the number is disconnected... The iPhone warranty is not international and as you purchased in
Malaysia the warranty is only valid in Malaysia
You could try taking to an iPhone Authorised service provider
in India but there have been many similar posts to yours
and I am not aware of them assisting with an iPhone from

Who is the carrier the iPhone is carrier locked with?
If the carrier has a blacklist for lost/stolen cell phones, it would be the carrier you need to contact.

Gift cards are country specific. You cannot use them in another country.

I'm using Consumer Cellular and it my sim was working perfectly in my Iphone 4 for 7 months.
Did I totally get screwed out of $90?
I think the phone was jailbroken but I'm not sure.

Only the carrier to whom the device is locked can authorize it's unlocking.
Consumer Cellular is not a supported carrier.
Jailbreaking voids all rights to support from Apple and these user to user support forums.
