Find a way to contact whoever you bought it from. If you can't do that, turn it over to the police. The phone is probably stolen. There is NO WAY past the activation lock without the credentials for the Apple ID that was used to lock it.

I purchased a damaged, non working iphone 4 from a third party. I fixed it but can't activate it because it is still linked to the previous owners Apple ID, although it appears to have been already reset to factory settings. Neither I or the seller know who the previous owner is to contact to have them remove the phone from their account. Is there anything I can do or have I been taken for a ride?
If the device is iCloud locked, there is nothing you can do. You may be able to sell it for parts. Hope you enjoyed your ride.

I bought a used iphone5, I got it activated but my carrier won't let me have the phone until I get the password from the previous owner but the passwords we were given don't work. Is there a way I could switch icloud user to my account without their password? Otherwise, can't I use the phone to atleast call and text without being signed into icloud account?

Unfortunately, you cannot do very much with your phone unless you get assistance from the previous owner, they should either provide you with the password to unlock it or remove their account from the phone entirely remotely through iCloud.com > Find My Phone. -

I recently bought an iPad from a pawnshop and when I go to set it up it keeps asking me to sign in with a previous owners ID and password. How can I bypass this, as the person is no longer reachable to get the password from. Please tell me this isn't a paperweight now?!
Without their password you have a brick. You should take it back to the shop, who shouldn't have sold it to you in this condition.

You will need the original Tiger installation disks. Insert the install disk, open Disk Utility from the UTILITIES menu, erase the HDD and inatall the OSX. That will create your own Apple ID. The second option is to use a retail Leopard or Snow Leopard disk instead, but they do not come with all of the applications.

Please note here that iPad is wifi only...and I have tried restoring it 3-5 times and still it's locked to the previous owners account
Actually the correct procedure to follow is detailed by Apple in the Support article linked above:

When purchasing an iPhone, iPad, or iPod touch from someone other than Apple or an authorized Apple reseller, it is up to you to ensure that the device has been erased and is no longer linked to the previous owner’s account.
Follow each of these steps to make sure that you can use the device you purchase:
Turn the device on and slide to unlock.If the passcode lock screen or the home screen appears, the device has not been erased. Ask the seller to completely erase the device by going to Settings > General > Reset > Erase All Content and Settings. Do not take ownership of any used iPhone, iPad, or iPod touch until it has been erased.
Begin the device setup process.After choosing a language, choosing a country, and connecting to a network, the device will begin activation. If you are asked for the previous owner’s Apple ID and password, the device is still linked to their account. Hand the device back to the seller and ask them to enter their password. Do not take ownership of any used iPhone, iPad, or iPod touch until it has been removed from the previous owner’s account.

Return it and get you money back. You won't be able to activate and use it without the previous owner. No one else can help you with this, including Apple.

Consider it a lesson learned. The iPad was probably stolen and you got scammed. Never buy an iPad without starting the iPad, check Find My Phone, and ask the seller to turn it off before you accept the device.

I was sold a phone which has a previous owner. Although when they sold it to me, they said it was already activitated, but had no battery..Now that I charged it and tried to connect it with my iTunes it said I must enter the previous owner iCloud of which I am unware of. So now, it's not even activated. I am not planning on connecting the phone, just use it for games, music and such. But I can't activate it. HELP.
