I bought an unlocked iPhone in  NY in 04/23/2010, and it and it came locked

I bought an unlocked iPhone and pay U$ 499 + tax in the Apple store in NY in 04/23/2010, and it came locked.
What should I do to solve this problem ?

All iPhones sold in the US are carrier locked to AT&T.
You can buy iPhones with out a contract from Apple but they are still carrier locked to AT&T, you just don't have to sign a two year contract.
As far as getting an iPhone unlocked it is up to the original carrier to unlock the iPhone. However in the US AT&T does not unlock the iPhone. So if you want to use the iPhone with another carrier you are out of luck. You can sign up with AT&T and paying roaming charges to use the iPhone that you currently have. That wouldn't be cheap so I would suggest selling the iPhone and purchasing an iPhone in the country where the iPhone will be used.

If you are in Brazil there are 4 carriers for the iPhone. Claro, VIVO & TIM all offer the iPhone, and they are apparently locked to the carrier, so it would work only on that carrier. However according to the document Oi sells the iPhone unlocked, so I would suggest contacting them if you are interested in an unlock iPhone.
On a side note, maybe we should have a communal answer that we can just cut an paste...

    You didn't buy an 'unlocked' iPhone 3GS - you bought a 'hacked' one.
    Updating to iOS 5 removed the hack and the unofficial unlock.
    All you can do is try to find out which network the phone is locked to and ask them if they can unlock it properly.
    Otherwise, sell it or throw it away and buy an officially unlocked phone from an official source.

    You need to pay your mobile network provider for the calls, SMS and data you need to use your phone. This is an ongoing charge, usually paid monthly.
    This is nothing to do with Apple. Apple only provided the handset - not the mobile network you use it on.

    Certainly sounds that way, with the fact that there was an ATT card included, and your chosen cell provider SIM doesn't work.

    Since FaceTime is banned & removed from all iPhones sold from official sources in the UAE, if purchased from an official source, your phone won't have FaceTime & there's no way to add it back.
    If your phone does have FaceTime, that means it's a grey market import, & could have originated from who knows where, & may have been hacked to unlock it.

    If you are both on the T-mobile network, the sim card should work.  If you did a Erase All Content and Settings, then she should be at the point of activation as a new device...talk to T-mobile and be sure the sim she is using is a valid sim card.

    The iPhone is designed to always have an internet connection as long as there is an available wi-fi network you have access to, or cellular reception. MMS requires a data connection with your cell phone carrier, which can't be exchanged over wi-fi. If your carrier supports visual voicemail with the iPhone, visual voicemail messages are downloaded to the iPhone via the carrier's cellular data or internet network only, not via wi-fi. If you ever need to make use of the Find My iPhone feature, it will be worthless without a data connection with your carrier's cellular network.
    If you don't plan on having a data plan or you can't afford it, your money was wasted purchasing an iPhone. This likely makes no difference since most carriers require a data plan with the iPhone.

    I will be studying in Japan for 15 months, so I think it best that I get a 2 year contract, seeing as I plan to work here, following graduation. Does anyone know a way around the Softbank issue? If not, should I choose AU or Docomo? If those don't make much sense, either, than should I simply return the iPhone that I purchased in America and sign up for a two year contract with Softbank here?
    P.s. The whole purpose behind buying it in America to begin with was because if I return to America, I can always use it there, too.

    I am in the same situation as Iooc, I live in Uruguay and the iphone 4s costs 1400 Us dollars. I have been told that this price is caused because apple does not offer a discount to the Uruguayan distributors, therefor they are buying at the same price as in an apple store.
    Well, as I have a friend travel next week to the US, I wanted to know about the unlocked iPhone 4s. Is it only GSM? Won't I be able to use intent 3G in this phone here in Uruguay?

    Well, there is nothing anyone here can do for you. Did you actually purchase it at an Apple Store, or at another retailer like BestBuy, HH Gregg, a mall kiosk, T-Mobile, AT&T, etc?
    The ONLY source for unlocked iPhones in the US is Apple. If you purchased it anywhere other than at an Apple Store, you purchased a locked phone.
    You can call AppleCare and give them the serial number of the phone to confirm the status of the lock.

    If you bought an unlocked iPhone then it will work with any carrier but will work only under the restrictions or requirements the carrier sets for its customers.  Apple has nothing to do with that.  You are describing a problem of restricted access created by the carrer.  If you cannot carry out the functions you want, talk to the carrier and see what limits they are placing on you.  An unlocked iPhone is fully capable of all functions the carrer allows.

    If T-Mobile in the US, while your phone will activate/work, you won't have FaceTime, MMS or 3G. T-Mobile, in the US, is not a supported iPhone carrier, thus all features of the iPhone may not be available. T-Mobile's 3G network, in the US, is not compatible with the iPhone.

    If you purchased a Sprint iPhone, you DID NOT purchase an unlocked iPhone. All Sprint iPhones are carrier locked to Sprint, & Sprint will only authorize the unlocking of the sim slot for current customers using the phone on their network. If you are not a current customer, using that phone on Sprint's network, you wasted your money, as Sprint will not authorize the unlocking of the sim slot.
    So, it the above is the case with you, yes, return the phone for a refund, if you still can.

    Was it purchased from an official Apple Store, not a reseller?  Only Apple Stores sell official factory unlocked phones.  The others sell hacked to unlock phones, and the unlocking is unstable.
    Try these steps, as needed:
    1. Reset phone - press both home and on/off buttons for at least 10 seconds until the Apple logo appears.
    2. Settings > General > Reset > Reset Network Settings.
    3. Replace SIM card (and reset network settings again)
    4. Restore Phone in iTunes using a backup
    5. Restore in iTunes as new, without using a backup

    You request an unlock from the carrier
