You cannot extend the storage space on iPhone using iCloud, you need to delete some stuff from iPhone if you want more storage.
iCloud storage is for your backup.

iCloud storage has nothing to do with the memory available on your iPhone.

If you just bought a new phone, don't you want to restore from backup to add data from your old phone to the new phone?
Purchasing more storage is not always the answer. Understand how iCloud backup works and how to manage what you store.
Open settings
iCloud
Storage and backup
Manage storage
Select the device you are using
Show all apps
Now you can see what is backed up, and what is using the most storage in iCloud. Photo and video are usually on top.
ICloud does not backup the Apps, just the data in the App, if backed up to iCloud. Turn off any app you don't need to have backed up.
Consider removing photo and video to Dropbox or Box for IOS, these are free, online storage apps which can be used on any device to move and store your pictures, video and documents. -

Purchasing addition storage space in iCloud doesn't create any additional storage on your iPhone. -

Sometimes it does. However, adding more iCloud storage doesn't give you any more space on your phone if that's what you're trying to do. To create more space on your phone, you have to delete of sync something off of it. You could, for example, you could delete all your music, then perform the update, then sync your music back to your phone using iTunes.

How do I restore my pictures when it says I don't have space?
I backed up my phone on iTunes, and came back to restore it but it said that I don't have enough space to restore the information. You should save all iPhone photos like any other digital camera.

Go to Settings > iCloud > Storage & Backup.
Tap Change Storage Plan.
Tap Downgrade Options and enter your Apple ID password.
Choose a different plan to use when your current storage plan expires.

Ive been trying for 2 days now to get iOS 7, I have deleted all of my apps, all of my pictures and all of my music yet it is still saying I do not have enough storage for the new update. Does anyone know how I can fix this or what might be taking up all of my storage?

You can look at the material stored and see what you don't need and delete. But a better way is to get an external hard drive and move large quantities of material to the external storage. That will free up internal storage capacity.

My iPad is stuck on message "not enough storage", and does not respond to touchscreen Close or Settings. I've bought more iCloud space and tried to get to Settings again to see if I can resume a backup, but no luck. I'm still in the same boat. Cannot even power off the iPad!! Can anyone out there help? I deleted the Backup off the icloud via my PC and hoped this would start off a new one!
iCloud storage will not help you with your problem. You need to remove data from the iPad to make more room on your iPad available.

You can delete apps (which will also delete their content), but they will only be redownloadable whilst they remain in your country's store - none of your iTunes downloads (apps, music, ibooks etc) use any of your iCloud storage, iCloud is for your backups (e.g. app's content, camera roll photos, messages, homescreen layout).
To delete an app, press and hold any of the apps and after a couple of seconds or so they should start to shake. Then press the 'x' in the left corner to delete the ones that you don't want, and when you've finished deleting press the home button so as to stop the shaking. If you don't get the 'x' on any of the apps that you've downloaded (you can't delete built-in apps) then check that Settings > General > Restrictions > Deleting Apps isn't set 'off'
You can delete photos from your iPad, but if you want them back then you should copy them to your computer first.

You can also copy your downloads (apps, music, films etc) to your computer's iTunes by connecting your iPad and/or iPhone to it and doing File > Devices > Transfer Purchases. -

I think you are confused. Syncing apps and music to your phone will not get store in the cloud by adding more cloud storage. If you don't have enough space to sync the music and apps, buying cloud storage won't help. If you have a 16GB phone, the phone still only has 16GB for apps and music even if you buy 10 mor GB of cloud storage.
