Hi , i am in china and actually about to buy IPAD 2. Just not sure if this can be used in singapore as well. Anyone
here who can advise?

I'm from Singapore and I can tell you it's almost the same.
Most likely, the only different thing is the power adaptor.
We are using the UK plug here.
You can get a local UK power adaptor here from any of the Apple stores here.
The power adaptors output to USB anyways, so it's 5 volts USB.
Only the voltage is different: UK 230V

iPads are not susceptible to viruses. That is to say there is no known virus that can affect an iPad at this time.
Due to the way the Operating system is built, neither viruses nor Anti-viruses can actually work, which is why Kaspersky offers no version for iPads.
Basically as long as you keep the iPad updated, you should have no issues.

first time you connect it to the computer you sync the iphone with it should ask if you want to setup the ipad as a new device or restore it with a backup of another ios device
if you say yes the content of tne iphone will be put on the ipad
if you later one wish to do the same thing one can restore it by navigating to the ipad in itunes on the computer and choose to restore it there to the backup of the iphone
if you don't want to restore then you can just mark the apps in itunes you wish to sync to the ipad
if you don't sync with a computer then you can't be charged for an app more then once it's tied to your appleID and any attempt to buy it again will result in a free download
one can also access apps tied to the ios device under purchasees in the app store app

CHeck out iTunes Match which has an annual fee of £21 or thereabouts. You can store a maximum of 25,000 songs there and they all become available on your other kit, iPhone, iPad and iPod. I know it works as I have over 23000 songs uploaded of which only a few we're bought through iTunes.
it works by comparing your music to the whole iTunes music dadata base so you access the same tunes that you could get from iTunes. If you have obscure stuff, it uploads your own music to the cloud as a copy.
I Find it incredible that on my iPhone with its 16gb memory I can view almost 200 gb of music (ie my 23000 songs) and play any of them. Anything I add to iTunes becomes available via the cloud fairly quickly from a few minutes or a little longer if adding a lot.
The first time you use it it will take quite a while to match your music if you have a lot, but after that it is all automatic. Read the stuff on the apple site. Your PC needs to be at least running Vista. I recommend it and at less than 50p a week it's good value.

Using the same Apple id and Password you should be able to download purchased apps without being charged again.
I download to an iPad/iPad2/iPhone3 & iPhone4 with no problem.

I have windows 8 enterprise OS and iTunes ver. 10.5.0.142. I was upgrading my iPad to IOS 6.1.3. After finishing the upgrade my iPad Reboot and currently stucked-up in a plug-in screen and iTunes Logo. When I try to connect it to the iTunes pop-up message appear saying " iTunes has detected iPad in recovery mode. You must restore this iPad before it can be used with iTunes." In short, I push the restore button then another pop-up message appear saying " The iPad software update server could not be contacted. Make sure your network settings are correct and your network connection is active, or try again later." I tried many ways but still no luck. I repeatedly reboot the iPad and open the iTunes still the same problem. I will address your second question.
First, make sure your iPhone and iPad have absolutely identical Apple IDs. If they do, use that Apple ID in Settings > iCloud on your iPhone to select the "Notes" option. Lo and behold, all your iCloud notes should appear on your iPhone.

11th. My iPad worked fine
before getting on the plane. In the hotel about 48hrs later I opened my iPad it
read the message: “iPad is disabled,
connect to iTunes.”
To my knowledge myself, nor anyone else has tried to access my device or
entered the password incorrectly 3 or more times.
I started by updating my iTunes account on my computer to the latest version.
Then multiple times I attempted
the “Use recovery mode”
steps.
e.g.
1. Turn off your device and leave it off.
2. Plug in your device's USB cable to a computer with iTunes.
3. Hold down the Home button on your device as you connect the USB
cable. Keep holding down the Home button until you see the Connect to iTunes
screen.
I received the message on my computer saying “iTunes has detected an iPad in recovery mode. You must restore this iPad before it can be used with iTunes.”
I click the “Restore iPad” button.
During which time the progress bar on my computer’s iTunes
screen was moving very slowly and other times seemed like it wasn’t moving at
all. I would leave my two devices and attached by the cable and upon returning
I would find that the process would have ended before it had completed.
Initially I thought it was a connections issue because I was in remote
locations with slow internet servers. Since being home I have re-attempted the
process and have been able to fully complete the forced recovery but I will
receive a message saying:
“The iPad could not be restored. The disk you are attempting to use is full.
Removing files and emptying the recycle bin will free up additional space.”
What recycle bin is the message referring to? Obviously I CANNOT access any
data on the iPad itself. Just for the **** of it, I did empty my computers
recycle bin and re-attempted the forced recovery process but as I suspected it
did nothing for the iPad and I still received the same message: “The iPad
could not be restored. The disk you are attempting to …”

Welcome to the Apple Community.
You can only locate your device when it is logged into iCloud and 'Find My Phone' is enabled, additionally the device will need to be switched on and connected to a wifi or cellular network.
Unfortunately, you cannot activate iCloud or 'Find My Phone' remotely.
If the device is wiped by you or another, you may not be able to locate the device (although some have reported they can)

If you have never synced your device with iTunes, or you do not have access to a computer
If you see one of following alerts, you need to erase the device:
"iTunes could not connect to the [device] because it is locked with a passcode. You must enter your passcode on the [device] before it can be used with iTunes."
"You haven't chosen to have [device] trust this computer"
If you have Find My iPhone enabled, you can use Remote Wipe to erase the contents of your device. If you have been using iCloud to back up, you may be able to restore the most recent backup to reset the passcode after the device has been erased.
Alternatively, place the device in recovery mode and restore it to erase the device:
Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.
Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to shut down.
While pressing and holding the Home button, reconnect the USB cable to the device. The device should turn on.
Continue holding the Home button until you see the Connect to iTunes screen.
iTunes will alert you that it has detected a device in recovery mode. Click OK, and then restore the device.
