And my apple id is registered here in philippines
If I remember rightly FaceTime has been disabled in certain Arab countries by the government in those countries and UAE is one of those countries If you bought the phone in UAE it doesn't matter where you activate it your will not get facetime

FaceTime over cellular is dependent on your service provider. It should work over wifi, unless of course your ISP is blocking it.

Apple did not begin selling an unlocked version of the iPhone 4S in the US until 11/11/11. I believe it went on sale only through the online store at that time. I'm not sure if it's available at retail yet.
What you purchased was a phone without a contract commitment. It is still locked to AT&T. AT&T will NOT unlock iPhones for any reason. Return it and get your money back, then use that to purchase an unlocked phone. -

The No Service means there is a problem with cellular service. You mention wifi in your title. Which is it you are having trouble with? What happens when you switch on and off as you state in your post? Are you saying that wifi does not connect while at home either?

The warranty is not and has never been International. Warranty and support are only valid in the country of origin. The only exception is for devices sold in the EU where the EU is treated as one country for warranty and support purposes.

You may try 3rd party softwares like Viber or Skype which support video calling both over WIFI and on 3G, unlike FT calling which can only be done over WIFI.
And if the FT feature is so important for you, you can sell this phone and buy a factory unlocked iPhone of a country where FT is not blocked by law. (Avoid Model #s ending with AE & AB). -
