You are experiencing Activation Lock. If the previous owner will not remove the device from their account there is nothing you can do unless the place you purchased it from will give you a refund.

You can't erase or delete iCloud accounts, you can only stop using them. If the previous owner already created the maximum number of iCloud accounts on your phone, all you can do is either re-use one of the accounts previously created, or create a new account to use on another iOS device or Mac (running OS X 10.7.2 or later), if you have one.

Sorry, there is nothing you can do until the device is removed from the sellers Apple ID.

If you are receiving a messages that says the maximum number of free iCloud accounts has already been created I'm afraid you won't be able to create a new account on your phone.
Each device can only create a certain number of iCloud accounts. Once they have been created you cannot create a new one. You also can't delete one of the accounts to allow you to create a new one. All you can do is either re-use one of the accounts previously created or create a new account to use on another iOS device (running iOS 5 or higher) or Mac (running OS X Lion or higher), if you have one. -

The whole family is an Apple products fan due to its reliability and security. Never know that it could be a disadvantage also. I bought a second hand iPhone 4s from a friend as he is short in caash, and I've been using it for awhile. I "restore and upgrade it" without thinking or checking the Find my iPhone settings, unfortuately it is turned ON. Although the previous owner removed the phone lock, I never asked for his icloud account as I intend to use the phone only for calling. I cannot contact him as his contacts and email address were erased when I restore the iPhone.
I have learned a hard lesson since Apple security is impregnable, my iPhone 4S will just be an expensive paper weight.no.

so found guy on donedeal ireland and we swaped phones he told me it is on vodafone just what i need as my other iphones are meteor
so 2 days after i got time to go buy sim micro vodafone come home and inserted in i get signal and sign 3G but at the same time i get error invalid sim put valid sim bla bla bla tried meteor no service at all so i check apple forums and faund out that phone could be blocked IMEI blocked ,that didn't make sence to me so i call vodafone and they cant find imei in the system at all how can i check what network is it on do i have lost / stolen phone is it from diferent country ?
PLEASE SOMEONE HELLPVodafone operates in multiple countries. If it's locked to Vodafone in Ireland, it will not work on Vodafone in another country. They are not the same carrier.

They need to reset their Apple ID password by going to http://iforgot.apple.com and then turn off Find My iPhone.
At that point you can restore the device as new.
If they cannot or will not do that, demand a refund.
If they will not provide a refund, contact law enforcement as the device is most likely stolen. -

The only person who can remove it is the person who put it on. You will need to contact the previous owner and have them follow one of the sets of instructions in this link:

If you cannot do that, then see if there is any way of getting a refund from the seller. If you cannot do that, then you have a device that is unusable and won't be able to be restored.
