If not in your iTunes library to sync back to your phone, yes. Purchased ringtones cannot be re-downloaded for free.

If you are doing it on your computer's iTunes then does the Store > Check For Available Downloads menu option find it, and/or does it show in the Purchased link under Quicklinks on the right-hand side of the iTunes store home page for downloading :

If you are in a country where you can re-download music, and they are the same songs that are still listed in the store (e.g. they aren't different releases of them), and you are signed in with the same account that you bought them with, then they should show in the Purchased link for re-downloading

IF it is a manufacturing defect and you bought the device from Apple or an authorized Apple retailer, then take it into Apple.

If you are using the iphone as designed then you should lose very little or nothing.
You should be syncing contacts with your computer regularly, so all of your contacts should be on your computer and you can sync them back.
You should be importing all pics taken with the iphone to your computer regularly as you would with any digital camera, most especially before any attempt to update.
You should be transferring all purchases made on your iphone to your computer: File>Devices>Transfer Purchases

Ringtones are currently a one-time only download from the store. Reset Password using Recovery HD
Boot into Recovery Partition.
Start the computer,then press and hold down command and R keys to start into recovery partition.
When you see the Apple logo, release the keys.
Wait until OS X Utilities window shows up.
Move the mouse to the menubar at the top and click "Utilities", then select "Terminal"
from the drop down.
Terminal window will appear.
Type in resetpassword and press enter on the keyboard.
Leave the Terminal window open.
Reset Password Utility window will open with Macintosh HD selected.
Select the user account from the popup menu box.
Enter a new password.
Reenter the new password for the user.
Enter a hint.
Click the "Save" button.
Click  in the menubar and select Restart.
Log in.
If Keychain dialog box appears, select “Create New Keychain”.

There isn't a Late 2007 21-inch iMac. I think you are referring to a Mid 2007 20-inch iMac, right?
In that case, you can't give him your iMac with OS X Lion. OS X Lion is registered to your Apple ID, and he won't be able to reinstall Lion unless you give him your Apple ID.
The best you can do is to give him the Mac with Snow Leopard installed, if you have the DVD. Follow these steps:
1. Insert the DVD and hold the C key while your computer is starting.
2. Choose your language, and go to Utilities menu (on the menu bar) > Disk Utility.
3. Choose Macintosh HD in the sidebar, go to Erase tab and erase the disk.
4. Close Disk Utility and reinstall Mac OS X. When the installation finishes, hold the mouse or trackpad to eject the disc and turn off the computer.
This is the most recommended way to do it and avoid problems. Anyway, if you insist on giving him the iMac with Lion, you just have to start in OS X Recovery (holding Comman and R keys while your computer is starting), use Disk Utility to erase Macintosh HD as described above, and finally, reinstall Lion with your Apple ID

HT1688 I did a back up and now trying to do the restore and it KEEPS saying there not enough space - I've deleted all kinds of things but it still keeps saying that. It shows more space available than what is actually used.

I bought an album, the money was deducted and now it says I never bought it?

I bought a the Arctic Monkey's album AM and $14.99 was deducted, then I bought another song from an album by itself which downloaded but the album didn't. I've checked purchases and all that stuff, but in my purchases there was a U2 album which I didn't buy? Why isn't the AM album showing up? Because I definitely bought it, neither the AM album or the U2 album will come up in my history.
