I am not sure whether you mean " IMEI or MEID " - but most there will say no. It can be done by some cellular providers and 3rd parties(for a fee, usually). Your cellular provider can "Blacklist" using the number.

You cannot turn it on remotely. Griping and complaining won't make it any better.

If you are using iCloud, Just go to iCloud.com --> Find my iPhone and Erase your iPhone right away I guess that is the best solution that you can do.

So, I was robbed a few months back. They got my iphone4s...find my phone app not enabled...passcode lock off.
I jammed home, suspended my service, filed a police report, and a few days later bought a new iphone while I tried(fruitlessly) to track my old one with icloud. I was a bit confused because all of my devices show up from my Macbook on icloud. The stolen iphone remained offline. So I have since erased the stolen iphone (but NOT removed it from my account), changed my password etc. I'm wondering if the Police may be able to find it if it turns up. Does erasing the iphone from icloud erase the serial number too? Should I remove it from my account? Any tips are greatly appreciated...These things aren't cheap!

So far as I know, if you don't have Apple's Find My iPhone app installed or another tracking app then I don't know how you can track it. If the police can do anything at all then I'd enquire after that, as I did hear about a robbery recently where the theives took gadgets from a home but threw an iPhone out of their van a few miles down the road as it could track them. The theives were eventually caught. Still, this may have had tracking software. Talk to the police and see what they can do, and maybe go into your local police station, but if that doesn't work I'd say it's gone I'm afraid mate

You can only locate your device when it is logged into iCloud and 'Find My Phone' is enabled, additionally the device will need to be switched on and connected to a wifi or cellular network.
Unfortunately, you cannot activate iCloud or 'Find My Phone' remotely.

Change your iTunes (Apple ID) password along with any other password that was stored in the iPod. If any passwords are associated with credit cards, contact the CC company and get your card replaced (with a new number). If any passwords are associated with your bank or any savings institution, contact them also and discuss approprate action with them.
The "Find my..." function is pretty much useless if the device is in the hands of a thief. All that is necessary is for the thief to connect to any computer with iTunes and "Restore as new."
The only real protection you have is with the personal information on the device rather than the physical device itself. This requires action before the device is lost/stolen. Something as small as an iPod should have a strong 8-digit (or longer) password AND be configured for automatic wipe in the event of ten consecutive incorrect password entries.

Find my iPhone is a setting/feature of iCloud, so if you had an iCloud account set up on the lost phone, and if you had enabled the find my iPhone setting, then you may be able to track it from your iCloud account in a web browser.
If it has been powered off, the battery has run down, it has lost all network connections, or has been restored as new by someone, it will not be trackable.
Otherwise, there is no way to track it and no way to block it (IMEI blocking has to be done by the carrier, and most do not offer the service - you can ask yours if they do, although that will not block it from use on other networks in other countries).
