Are you trying to download them from your purchased list? If so, make sure you are signed in with the Apple ID you used to purchase them in Settings>iTunes & App Store, and that the apps are still available for purchase in the App store. Then you should be able to download them as explained here: Download past purchases.
If that isn't your question, please explain further.

I used to be able to view all cloud and downloaded content. I no longer can.

There used to be option to show items that are in the cloud in your library, but I can't find where that now is (unless it's been removed). You should be able to see what items that you can re-download via the Purchased link under Quicklinks on the right-hand side of the iTunes store home page (at the top right of that there should be a 'not on this computer' button)

You have a 14 day return period for iPad bought from the Apple store so yes, you can take it back for a refund and buy the 3G version instead.

I can't restore an App on my new iPad

I purchased an app a while back. Now I got a new iPad mini and when I downloaded the app on the new iPad ( with same Apple ID), only part of the app is available; the other levels are locked and available for upgrade at an additional charge. But those same levels were already unlocked when I purchased the app the first time. How do I get those levels unlocked again without having to pay again?

How can I update the apps. with the new iTune, that's really silly especially I have two iTune account for different countries

I used 2 iPhones and a iPad, 2 Apple ID for different countries so that I can download apps. from different country. Its a pain and sometimes no possible to update the apps. on the ISO devices. Apple really needs to fix this aspect. Also the new iTunes is so difficult to use, please bring back the old one.

When Itunes opens
1) Click on drop dow list button top left under the player controls
2) Select Apps
3) At the bottom right there are two buttons, Check for updates and Get More Apps
An Alternative is when iTunes opens in the top menu Click on View, Show Sidebar. Then you will see your apps page as in itunes 10. Click on that option and as before you should have two buttons, Check for updates and Get More Apps.
NB this is all within Itunes NOT the iTunes Store

After upgrading iTunes I can no longer play my songs. It says that "The song ________ could not be used because the original file could not be found. Would you like to locate it?" I have NO clue where to look.

The above links also illustrate the Media folder and its subfolders. Look for a file in there in the logical structure by folder artist and album. If you're lucky, linking one file will get an offer to link others and it iwll all come together again.
I see you are running OSX 10.5.8 it would help to know which version of iTunes you use now and which one you used before.

Why is it that ICloud can't be accessed without buying a new device that has O-5 or higher. What a RIP OFF.

Needless to say, I had not access to an Apple device running O5 or higher, so though I could download ICloud, it couldn't be accessed. When I called Apple support, I was advised that I would have to buy a new device to see and download the materials. This is a blatent ripoff. The Cloud is for sharing, not for greedy corporations to force consumers to buy new products. Why is it that Microsoft's cloud is open to all and Apples' isn't? Who's the bad guy here?

Use the Microsoft cloud, it's open, Apples is for Macs, iDevices, and may be accessed (but not created) on Windows 7 and 8.

You really should download and read the user guide that roaminggnome gave you the link for in the post above.
If you want to totally start from scratch and erase all of her content go to Settings>General>Reset>Erase All Content and Settings. This removes everything from the device and returns it to out of the box status. You can also restore the iPad as a new device in iTunes and that erases everything as well. This article explains that process.

Can't get any apps for my new iPad?!?

Got an iPad yesterday. Promptly went to the itunes store and bought a bunch of apps that I wanted. Today, when I try to buy more apps (or books or music) I get "Your Credit Card was declined". I called the card company and they said they had not declined any charges.
I changed to a different credit card. Same message.
Finally, I changed to PayPal, but still the same message. It seems like I'm dead in the water in terms of getting any more apps, songs, or books--even the free ones.
Any advice?

Don't know what to tell you, but I also have an AEBS-Gen5 with a MBP Retina and Mac Mini using WiFi. Both are running Mountain Lion and I don't have any WiFi connection issues. Two iPhones in the household use WiFi with no issues along with a printer and 2 Windows 7 laptops.
First thing I would try is to shutdown all computers connected to the AEBS. Then power off the AEBS and finally the cable/DSL modem. Then reverse the order and power on the cable modem, wait for all the lights to be solid, power on the AEBS, wait for the light to show solid green; then power up a computer that uses WiFi.
If the above doesn't work, you might try repairing permissions via Disk Utility. If that doesn't help maybe a PRAM reset would work.

Why would there be a fix? YOU are having the problem. I'm not, no one I know is having the problem. No fix is needed.
Basic troubleshooting steps clearly outlined in the User Guide are restart, reset, restore from backup, restore as new. Have you been through any, if not all of these troubleshooting steps yet?

You will be using your original AppleID and password. that works for any computer you own now or in the future. Do not make a new appleID.

I have an old apple ID that is associated with an email I can no longer access, but over half of my apps are associated with this Apple ID. Any idea on how to reset the apps to go with my newer Apple ID without completely wiping my iPhone?

I have an iPhone 4s. The email I need to use is completely locked because Windows believed someone else was trying to use my account (another reason Windows and I don't seem to get along). Anyway, I think my little sister may have accidentally clicked "Forgot my Password" while trying to download an app on my iPad that was under the same ID. So, an email was sent to my old hotmail account that is lockedried unlocking it, but the alternate email that was listed was an old one of my moms and she can't remember what her username was. I tried answering security questions on my Apple ID to maybe get my password to reset that way, but - since I made this account when I was about 12 or 13 - I can't even begin to remember what the answers to the security questions are. (And before anyone gets on a pedestal about how I was too young to be doing something like this, I did have parent supervision and wanted something like this of my own, so lets stick to the ACTUAL problem). So, main problem here. I now have about 30 app updates that are under an account I basically have no access to. I've deleted the apps from my home screen and tried downloading them with my new Apple ID, but it shows as if it's stored in the cloud and will only let me download it from the old Apple ID. Is there any possible way to dissociate my apps from my old ID and associate them with my newer one WITHOUT completely resetting my phone?
