OK thanks I will try that. I just don't understand why I still can't download new videos as I've deleted the software I installed and I've changed my camera settings back to what they were before when I could download into iPhoto. It could be as simple as longer (larger) videos - iPhoto does not always handle larger video files well

iPhoto is not a download and view program - it is a photo management database program that imports photos - Image Capture is a download program - Preview is a view program
The default program to download your photos is set in the preference panel of either iPhoto or image capture

As I went to open itunes, an error message came up saying "iTunes could not connect to the iTunes store. The network connection timed out. Make sure your network settings are correct and your network connection is active, then try again." No matter how many times I try, nothing restores the itunes store.
I have also had this problem in the past, and on another computer, but a representative told me to fix my security settings, which i did and it worked...but after trying it on my computer the change security settings did not help.
Please help....

The most common cause for this issue would be media present that is purchased with another Apple ID. When prompted to authorize the computer it may show a different Apple ID. In general, what are the differences between countries' iTunes offerings? Does one really need an address and a credit card for any country to be able to access that countries iTunes store? Why these restrictions?

You cannot.
You cannot use another countrys itunes store.
You must be physically locates inside the borders of a country to use that countrys itunes store and a credit card issued in that country with a valid billing address in that country.
The owners of the distribution rights of movies/music/etc differ by country. These distributors decide who can sell their content in that country.
Buy from another source if your countrys itunes store does not carry somehting that you want.

If you've exhaustively searched for the missing files and there is no prospect of repair by restoring to them to their original locations, or connecting to new ones, then delete that tracks that display both the missing exclamation mark and are of media kind Purchased/Protected AAC audio file. Don't hide from iTunes in the cloud when asked, close iTunes, then reopen. You can download from the cloud links or iTunes Store > Quicklinks > Purchased > Music > Not on this computer > All songs > Download all.
2. Why? Not sure, perhaps 3rd party tools or accidental key presses combined with previously hidden warning messages when trying to organize the library. There is a hint that using the feature to downsample media as it is synced to a device may also be involved, though I've not replicated it. Whatever the reason a backup would protect your media.

If you've disabled your account for 8 hours then you will need to wait until the 8 hours have completed.
When the 8 hours are up, then if you have a rescue email address (which is not the same thing as an alternate email address) on your account then you should get a reset link on your account : http://support.apple.com/kb/HT6170
If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you will have to contact Support in your country to get the questions reset.

Close your iTunes,
Go to command Prompt -
(Win 7/Vista) - START/ALL PROGRAMS/ACCESSORIES, right mouse click "Command Prompt", choose "Run as Administrator".
In the "Command Prompt" screen, type in
netsh winsock reset
Hit "ENTER" key
Restart your computer.
Now launch your iTunes and see if it is working now.
