There is not a seperate FaceTime app with the iPhone. FaceTime is incorporated with the iPhone without needing a seperate app as is required with an iPod Touch and iPad. To start a FaceTime call with a contact, select the contact and at the bottom of the contact's info are the following selections.

Facetime is banned in UAE. I strongly recommend you to use Skype. People uses Skype with StrongVPN and is now on another (I forget which). You will need to do some searching to find one that works best where you are. StrongVPN didn't work well for him while in Istanbul so he had to change.
Be aware that most VPN providers will run some checks on you to make sure you aren't a spammer. I suggest you call them and talk to their tech support before inning up. Although every one we have used through the years has a money-back guarantee.

So my options are:
Create a new Apple ID, use that and lose all the apps I've purhcased with it (a fairly substantial amount)
Somehow Migrate these purchases over to a new Apple ID
Apple let me change the primary ID for the account
Anyone else ran into this before?
I've tried accessing the mail through a mail application using the correct server information, and trying both the old 6 character password and the one I had to change it too after they updated the security guidelines - neither work.
Help would be greatly appreciated as I can see more services down the line not working without the address being verified!

To change the iCloud ID you have to go to Settings>iCloud, tap Delete Account, provide the password for the old ID when prompted to turn off Find My iDevice, then sign back in with the ID you wish to use. When you do this you may find that the password for your old ID isn't accepted. If this should happen, and if your old ID is an earlier version of your current ID, you need to temporarily recreate your old ID by going to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You should not need to verify the old email address. You can now use your current password to turn off Find My iDevice on your device, even though it prompts you for the password for your old account ID. Then save any photo stream photos that you wish to keep to your camera roll. When finished go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Unless you had enabled Find My iPhone on it before it was lost then there isn't any way to locate it (it can only be turned on directly on the phone, it can't be done remotely). If you did enable it then you could try locating it either via http://icloud.com on a computer or Find My iPhone on another device - but that will only work if it's connected to a network and the device hasn't already been wiped and/or Find My iPhone disabled on it.
If you think that it was stolen then you should report it to the police. You should also change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc.

I'm not that familiar with how FaceTime works. I know how to set It up but I don't use it. I just know that you can't activate in the UAE. I believe that you can activate in any country that permits it's use. Whether you will need a new ID or not, I can't confirm.
You can Google this and get all sorts of articles on workarounds. Apparently if you set up a VPN you can use it in the UAE. Here is one article that I found.

I have my settings to "require a passcode immediately", however there was one day there was access to my passcode at her place while I was not there. So my question is three-fold:
- How can I find out if my iphone has synced with another computer/iTunes (possible history in the iPhone)?
- Are there additional privacy settings to make sure no one can backup my iPhone by plugging it into their iTunes?
- If it has been backed up to another computer is there anything that can be done.

You don't. Nothing gets stored on the iPhone about what computers the device has been backed up to.

You can not access the backup directly.
Did you restore your replacement from this backup?
If so then you already have everything in the backup on your device.
If not, you can wipe the device and restore from this backup:
Settings > General > Reset > Erase All Content & Settings
