I can not download or purchase any application in my iphone 4 and it messaged to me you must verify payment info before you can make purchases and now how can i do for solve this problem?

Log into your account and review your payment method and make sure you have a valid payment method. A valid payment method is required even for free apps.

    You do NOT need to restore your iPad.
    I believe that the problem is that there is a disconnect with your iTunes account and your iPad. What you are experiencing is a somewhat common issue after you sync your iPad, update your device - it could be a number of reasons that are causing it. the recommended fix is to download another app in order to "reconnect" your ID and iTunes account to the iPad.
    You can read more about it here. You will need a WiFi internet connection in order to fix it - or you have to be able to sync with your own iTunes library.

    3. Install another app from the App Store
    If none of your user-installed apps will launch, there could be an issue with Apple ID authorization. Download and install a free (or paid) app that isn't already installed on your device to reset this information.     Note: If you have installed apps using multiple Apple ID accounts, you may need to perform this step for each account.

    The HT5312 page that you posted from has instructions for how to reset them i.e. if you have a rescue email address (which is not the same thing as an alternate email address) on your account then steps 1 to 5 half-way down that page should give you a reset link.
    If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you will need to contact Support in your country to get the questions reset (these are user-to-user forums).

    When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down the HT5312 page that you posted from to add a rescue email address for potential future use

    I find it difficult to believe that it took you a year to realize your phone was defective.
    Restore the phone as new. Wait a couple of days before adding any apps to see if it's running ok. Then, add apps a couple at a time so that, if any of them cause issues, you'll have an idea which one.

    My App Store is showing "You have not purchased any apps." 
    I just installed Mountain Lion and tried to log in with my account on my husband's computer to install it there, but is gave me the above message. I logged out and came back to my computer and logged out there, thinking that was the problem.  I logged in on his again, but got the same message.  Now, when I log in on my computer I get the same message here too.
    Please help!

    Open app store look in the Store menu, view you account, and check for "hidden items" they may be there, that's were mine was when I couldnt find it !

    After resetting your password you might then need to log out of your account on your iPod by tapping on your id in Settings > iTunes & App Store and then log back in so as to 'refresh' the account on it

    Downgrading the iOS is not supported, and likely has caused the problems you are experiencing.
