For you to have the best experience in the HP forum I would like to direct your attention to the HP Forums Guide Learn How to Post and More
I see you are unable to open your pictures folder.
Have you checked for viruses and malware?
Malicious Software Removal Tool
If you have anti virus software please do a full scan, if not you can download a free version  of one from the web   to run.
Have you tried running the built in Windows troubleshooter?
Have you ran the HP Support Assistant to look for any HP updates and help resolve issues.
You can also try this step which will try to correct any corrupt files.
Go to the command prompt
Right click and run as administrator
Type sfc /scannow and press enter
Wait for it to complete.
If you create a new user account can you access your pictures folder?
You could also do a restore back to a known good date.
If you would like further assistance please provide your exact model of HP notebook and your Operating System.
How Do I Find My Model Number or Product Number?
Good Luck!
