It's the new IOS7 Activation Lock that prevent thief restoring/wiping stolen iPhone for reuse.

You can't activate it without the ID and password. No other information will help. As mentioned, if you don't know your ID, you can try to find it as explained here: http://support.apple.com/kb/HT5625. I bought an iPhone 4 in VietNam along time ago. I don't know where was it sold and which carrier is it belonged. So i can't active it. Anyone tells me which carrier is it belonged, please. Its model is MC319LL/A (I tried to active with an AT&T sim but not susscess). Sorry about my terrible English.

We can't tell who was the original carrier, the seller should've told you that. Now, since your phone was locked to a carrier, the short answer is you won't be able to activate it yourself. If you do by performing a jailbreak/unlock, you'll lose all support from Apple, including these forums.

The iPhone you have requires the original Apple id and password used to activate when new to unlock it and allow use
If you do not have this information then you will NEVER activate the iPhone
It is an anti theft device to make stolen iPhones useless
