Could be the charger, cable or iPad. Plug the USB cable into your computer. It may say "Not Charging", however, it is charging slowly and will verify that the cable is good.
Try this first - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.)
The quickest way (and really the only way) to charge your iPad is with the included 10W or 12W (5W on Mini) USB Power Adapter. iPad will also charge, although more slowly, when attached to a computer with a high-power USB port (many recent Mac computers) or with an iPhone Power Adapter (5W). When attached to a computer via a standard USB port (2.5W, most PCs or older Mac computers) iPad will charge very slowly (but iPad indicates not charging). Make sure your computer is on while charging iPad via USB. If iPad is connected to a computer that’s turned off or is in sleep or standby mode, the iPad battery will continue to drain.
Apple recommends that once a month you let the iPad fully discharge & then recharge to 100%.

It will charge to 100% in 4 hours 2 minutes. The new iPad has a larger capacity battery (42 watt-hours), so using the 10W charger will obviously take longer. If you are using your iPad while charging, it will take even longer. It's best to turn your new iPad OFF and charge over night.     Thanks for your suggestion. Kinda means I have to buy a wireless-capable projector. Most of the VGA projectors in the venues I work with are fixed-in-the-ceiling and not wireless capable...
    My luck with doing off-the-mainstream stuff like jailbreak etc is that (1) it won't work for me, or (2) it all goes horribly wrong, stuffs up my machine and voids the warranty... So I tend to stick to the proprietory stuff.
    Not very adventurous, but then I need dependable stuff with a warranty and someone I can yell at to fix it.
    Maybe Apple will read this and provide a risk-free solution.

    Plug it into a wall outlet with the original charger & block for several hours. Then, while it is still plugged in, perform a reset by holding down the home button along with the power button until you see the Apple, then let go.

    It is not the charger that controls the rate of charge but the handset. If your handset battery meter needs calibrating you will need to take it to a service centre with a fully charged (16 hours plus) battery and it can be recalibrated.

    Hard Reset
    Press and hold BOTH the Sleep/Wake button & the Home button until you see the Apple logo on the screen.
    if no result try to back up and restore via itunes on a computer. 
    if wont restore try this
    recovery mode
    open itunes on computer
    plug cable into computer not iOS device
    turn device off
    hold home button and plug cable into IOS device.  do not release home button until an itunes graphic appears on IOS device.
    look to computer should have message about recovery mode click ok and restore

    Not staff or owner by a long shot.
    I just know that anecdotally I have seen people reporting issues with their mini's charging. Is there a real issue or not? I don't know. Not a day goes by that a person doesn't post here complaining that their iPad won't charge and it turns out that they're trying to do it via USB or with the iPhone block.
    But while there are a lot of user fixes sometimes it's good to have the pros take a look at things,and at the very least document that there has been an issue.
    the four main reasons an iPad won't charge (beyond being plugged into a USB port)
    Bad cable
    bad outlet
    bad brick
    rule those out and it leaves issue with the iPad.

    All of Apple's chargers work from 100-240VAC, 50-60Hz power. You only need an adapter plug to fit the type used in the country you visit.
    If you have an iPhone and an iPad, just take the iPad charger since it can also be used to charge the iPhone.
    Using the iPad always discharges the battery, but taking lots of pics should not cause it to discharge excessively.
