I can't connect to iCloud or iTune account from my iPad.

I get verification request time out. Wi-Fi is on and I can sign in my account from my windows 7 PC. I synced iPad with my windows 7. It does not help. Basicly my iPad is dead. It doen't allow me to surf internet or receive latest emails.
When syncing with my PC, I did get a message mentioning that account on my iPad does not update but after finshed sync, I still have the same problem with iPad.

Charge ipad via wall outlet for at least 1 hour.

Reboot device by pressing both the home button and sleep/wake (power) buttons at the same time for 10-15 seconds until the apple logo appears on the screen, then let go.
If that doesn't work then reset the device by going to settings/general/reset/reset all settings (or for network connection issues 'reset network settings').
(no media or data will be deleted from the device, this will only take a minute).
If that doesn't work then backup and then restore the device as new first (to isolate cause of the issue). Then from backup if necessary.

If you log into his account and download some of his past purchases on your iPad then you risk tying your iPad to his account for 90 days : iTunes Store: Associating a device or computer to your Apple ID

If you have his content in your computer's iTunes library then you could sync it from there instead of risking the 90 days association on your iPad. If you don't then you could copy it from his computer and then sync it to your iPad e.g. copy his music to a flash drive and then add it to your library via File > Add To Library

A much simpler solution would be to go into Settings > Store and turn off Automatic Downloads

They can if they sign out of your ID in the Settings app first. The option can be found by selecting iTunes and App Store, then tapping on your ID. Any purchases downloaded on the device stay until they are deleted, but apps must be updated using the ID that originally downloaded them

Several years ago I signed up for an itunes account with my Dell laptop. That laptop no longer works and I have an ipad now that I use for most things. I want to access my old account I set up originally with my PC on my ipad but am not sure how to do it? I can not use the PC to "turn on" the ipad with this account. You should be able to log into the account via Settings > Store (if an account is currently logged in then you can tap on it to log out of it), and the content that you bought/downloaded with it which is still in the store, and which is possible to re-download (music, films and tv shows can't be re-downloaded in all countries) should show in the Purchased tabs in the App Store and iTunes store apps. Re-downloading an account's past purchases may tie the iPad to that account for 90 days : http://support.apple.com/kb/HT4627
All content from iTunes is tied to the account that originally downloaded it, so creating a new account won't allow you to access a previous account's downloads.

Attach your iPad to your iMac and then in iTunes on the Mac use iTunes > File > Devices > Transfer Purchases

You could try clearing Safari's cache : Settings > Safari > Clear Cache (and Clear History) - Clear Cookies and Data in iOS 5
If that doesn't work then try closing Safari completely and then re-open it : from the home screen (i.e. not with Safari 'open' on-screen) double-click the home button to bring up the taskbar, then press and hold any of the apps on the taskbar for a couple of seconds or so until they start shaking, then press the '-' in the top left of the Safari app to close it, and touch any part of the screen above the taskbar so as to stop the shaking and close the taskbar.
A third option is a reset : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.
