Make sure you are using the correct App Store.
Change App Store
1. Tap "Settings"
2. Tap "iTunes & App Stores"
3. Tap on your Apple ID
4.Tap "View Apple ID"
5. Enter your user name and password.
6. Tap "Country/Region."
7. Tap "Change Country/Region"
8. Select the country/region where you are located.
9. Tap "Done".
Note: If the change doesn't take effect, sign out of account and sign in again.

Did you follow the instructions in the message and contact Apple, which you can do through iTunes Store Support. If Apple have asked you to contact them, then the issue can only be resolved by them. -

Close your iTunes,
Go to command Prompt -
(Win 7/Vista) - START/ALL PROGRAMS/ACCESSORIES, right mouse click "Command Prompt", choose "Run as Administrator".
(Win XP SP2 n above) - START/ALL PROGRAMS/ACCESSORIES/Command Prompt
In the "Command Prompt" screen, type in
netsh winsock reset
Hit "ENTER" key
Restart your computer.
If you do get a prompt after restart windows to remap LSP, just click NO.
Now launch your iTunes and see if it is working now.
If you are still having these type of problems after trying the winsock reset, refer to this article to identify which software in your system is inserting LSP:

Can't connect to iTunes Store due to "The network connection timed out"
Since downloading the updates/upgrade version to iTunes, I have been unable to connect to the iTunes Store. I have performed instructions for Error TS1368 and HT1875. I have disabled my firewall and popup blockers; which still will not connect me to the iTunes Store. I have a desktop computer; which I did not upgrade. I have validated all the network connections, security center and performed all the suggestions on the Discussion Board and still cannot connect. I have removed all iTune software, etc. and reinstall and still cannot connect to the iTune Store on my laptop. Is it possible that there may be a glitz in the upgraded version? Since there appear to be numerous individuals have the same problem since the upgrade. HELP!!!
Welcome to AD!
The #1 culprit for not being able to access the iTunes store after an iTunes update is Norton/Symantec security software. It comes pre-installed on most PCs these days as a trial version. Even if you have never used it, and thought you deleted the trial version, it is still lurking on your PC.
Norton has its own firewall (separate from the built-in Windows firewall) and it does not tell you when it decides to block iTunes.

This software is so bad, you have to use the removal tool. The normal uninstall using Windows Add/Remove Programs will not get rid of it. -

Have you checked to make sure your ipad has a proper wireless connection? Are you also signed into your account on your ipad? If your answers to both questions are yes then I would reset the ipad and try again. Please repost if the problem persists.

Apparently when I updated my software this morning it logged me off my Wifi for some reason (even though the wifi icon at the top of the screen indicated it was using it), I logged back in and could connect.

Can't connect to Itunes store. Keep getting message code"11222". Done all the troubleshooting I can think of . Have researched my network settings and firewall settings. Have followed all the diagnostic routines. Been on the fone w/ HELP , no success. This code appears to apply to windows . but I can't get past this code. I bought my son a 1st generation Ipod touch off of Ebay. We set it back to factory settings and downloaded the newest version of itunes. Whenever he tries to download any apps it says "can not connect to itunes" I have checked the wifi connection and that is working (he can get on safari) and we have the newest version of windows. He was so excited to finally get his first Ipod and now cant do anything with it...please help
