Yes. This is what you friend would need to do. He (she) would need to start by saving any photo stream photos on his phone to his camera roll unless they are already there. To do this, he should go to his my photo stream album, tap Select (Edit in iOS 6), tap the photos, tap the share icon--box with upward pointing arrow (Share in iOS 6), then tap Save to Camera Roll. Then he should go to Settings>iCloud, tap Delete Account and choose Delete from My iPhone when prompted. (If he is running iOS 7 he will be prompted to also enter his iCloud password to turn off Find My iPhone.) This will only delete his iCloud data from his phone, not from his iCloud account. His data will sync back to his phone when he signs back in.
Then you can go to Settings>iCloud on his phone and sign in with your Apple ID to create your new account. Leave all other settings off and do not choose Merge with iCloud if you are prompted (since you do not want his data in your new account). Then tap Delete Account to delete your new account from his phone (and provide your password if prompted to turn off Find My iPhone).
Then your friend can go to Settings>iCloud on his phone, sign back in with his iCloud ID and his data will sync back to his phone as it was before.
Then you can go to Settings>iCloud on your phone and sign in with your Apple ID. Since you are signing into an existing iCloud account this time you will not receive the prompt that your phone is not allowed to create. Then you shoudl be good to go.

If you don't want to sync the iCloud email account on her devices, all you would need to do is go to Settings>iCloud on her devices and turn Mail off. You can't delete an account, you can only stop using it. If you're getting that error message you won't be able to create a new account on your device. Your only options are to re-use one of the accounts previously created, or create a new account on a different iOS device or Mac (running OS X Lion or higher), if you have one.

You cannot create an iCloud account from a Windows machine. The accounts can only be initially created from an Apple device.

Is this a used iPhone? Do you get a message that the device has already created all the free accounts possible for that device? If so, you will need to find another Apple device to create your iCloud account on.
Apple limits any given device to creating only three free accounts. Once a particular device has been used to create 3 accounts, it cannot ever be used to create any more iCloud accounts. There's no way around that limitation as far as I know - you just have to find another device to create the account. Once created, you will be able to use it on your iPhone.

Thanks... I appreciate the reply. Since I wrote the previous email, I actually went and changed my apple id (the main id) and the documentation I looked at said iCloud will set mail up automatically(?)... I had it working before.
Also, I tried to manually set up the ID via the Mail Accounts screen(s) and I can't figure out what my server information is... Pop or Imap? What's the outgoing server and the incoming server?
I typically have never had problems setting up mail accounts (in apple mail) with no problem.
Can anyone point me in the right direction?
