I can´t download any apps in my i-pod touch.

I can only download and remove apps from my laptop and then sync them to my ipod touch. Why?

For information, if Restrictions are set, it prevents syncing apps to the iPod as well as purchasing then directly from the iPod.

My dad got this iPhone for me a few months ago as a gift since I had a really awful phone before. (I would be able to give you the exact iOS version, but ever since connecting my iPhone to iTunes, my phone isn't responding so I can't check the settings or anything.) I can't download any apps (I get an error message saying the software on my phone is too old) and so I pretty much am extremely limited to what I can do on this phone. I'm very frustrated at this point and incredibly displeased with Apple's products.
If someone could please explain to me why this is happening and what I can do to fix it, I'd be extremely grateful.

What iPhone do you have? You can check in settings>>general>> about.
If you have a 3G you cannot update beyond iOS 4.2.1. The 3G is over 4 years old an was discontinued over 2 1/2 years ago. You need the latest ios to run the latest versions of some apps. If you have a 3GS you can update.
If your phone is not responding, reset it by pressing and holding down both the home button ad lock/ sleep button simultaneously until the Apple logo appears.

You can only access the Store of that country your account is registered for. Did you buy the apps using the same account? If you have a billing address registered in Australia, you can't buy in the US Store.
Can you update the apps in iTunes on your computer?

As I said before, I've try with Chrome, IExplorer, different location
(web connection) and still doesn't work. I'm able to download several
files, movies, software from other site, but it's seem like Adobe dont
work. I'm not using any of my 30 day's free Creative Cloud membership
and until I could use it I dont want to loose time on the 30 days.

Another user had success doing the following:
I got some help from an apple assistant on the phone. It is kind of round about way to get in.
Here is what he said to do and it is working for me...
a. on the device that is asking you for the security questions go to "settings", > "store" >
      tap the Apple ID and choose view"Apple ID" and sign in.
b. Tap on payment information and add a credit/debit card of your preference then select
      "done", in the upper right corner
c. sign out and back into iTunes on the device by going to "settings"> "store" > tap the
      Apple ID and choose "sign-out" > Tap "sign -in" > "use existing Apple ID" and you
      should be asked to verify your security code for the credit /debit card and NOT the
      security questions.
d. At this time you can remove the card by going back in to edit the payment info and
      selecting "none" as the card type then saving the changes by selecting "done". You
      should now be able to use your iTunes store credit without answering the security
      questions.
It's working for me ...I just have to put in my 3 digit security pin from the credit card I am using.
