I can't make my video to 16:9, its like blocked it just let me publish it as 4:3

Hi, I'm a fan of Adobe, I like it since I tried photoshop in 6th grade, well I'm a skater, and I edit videos, I bought premier because people told me it was the best software, then when I got home, I couldn't publish my videos to 16:9 wide-screen, I tried for long but I still can't, I did this and its always the same
I went to Edit/General them when I try to change 4:3 to 16:9 it doesn't let me, its like blocked, I paid for it and everything and it really makes me mad because I can't make my movies look better in youtube, etc, please help

We like Adobe products here too.
Now, please tell us about how you record your video footage. The camera (make and model), plus the settings, would be useful.
Next, it is that source footage that will determine the Aspect Ratio (the 4:3 vs 16:9), and one should set up their Project with the matching Aspect Ratio.
If you have shot 4:3, but really want 16:9, there are methods to "fake it," or to "force it." We can get into those methods, if necessary, but let's start with that video footage, and work from there.

PS - when I was in the 6th grade, we hardly had colored pencils. I am envious!
