I can't my purchase could not be completed?

Hi,
I'm trying to purchase in-app items for Clash of Clans, but since my last purchase didn't go through, it's not letting me purchase anything. It keeps saying "your purchase could not be completed" and to go to itunes.com/support for info.
I checked my credit card info along with my billing address. Everything is correct, but I can't make a purchase.
Can you tell me how I can fix the issue?

That message means that your card issuer denied the charge or your account has been locked for suspected fraud. You have to contact the issuer, or contact Apple support as suggested by the message you received.
