I can't quit Safari and my screen has occasional jitters.  What's wrong?

My MacBook Pro has developed several symptoms which I am going to guess stem from Mother Board problems. 
1  My screen over the last couple of days has spontaneously jittered (not flashed) then the computer crashed.  I could move the cursor but nothing else.  I had to force a restart.
2  I tried to shut down but now I can't quit Safari. 
3  I have 10 dark plumes coming out of the bottom of my screen evenly spaced.
Mother board failure or something else?  What would be the best course of action?  I am going to force quit again and see if I can get rid of the plumes.

Thank you Andrew.  That solved my dark plumes problem.  I finally got hold of my son who is very good at computer problems and he suggested that I shut down, remove my battery and disconnect the power supply.  Leave it like that for 20 mins or more.  Apparently the condensers sometimes get overcharged and cause strange little problems and that can fix them. 
I have tried that and so far it is working like it did when it was new.  I will work with it for a few days and report back.
It does seem like the dark plumes was a separate issue which you solved.

    Open Safari, select Preferences from the Safari menu. Click on Extensions icon in the toolbar. Disable all Extensions. If this stops your problem, then re-enable them one by one until the problem returns. Now remove that extension as it is causing the problem.

    Fix Some Browser Pop-ups That Take Over Safari.
    Common pop-ups include a message saying the government has seized your computer and you must pay to have it released (often called "Moneypak"), or a phony message saying that your computer has been infected, and you need to call a tech support number (sometimes claiming to be Apple) to get it resolved. First, understand that these pop-ups are not caused by a virus and your computer has not been affected. This "hijack" is limited to your web browser. Also understand that these messages are scams, so do not pay any money, call the listed number, or provide any personal information. This article will outline the solution to dismiss the pop-up.
    Quit Safari
    Usually, these pop-ups will not go away by either clicking "OK" or "Cancel." Furthermore, several menus in the menu bar may become disabled and show in gray, including the option to quit Safari. You will likely have to force quit Safari. To do this, press Command + option + esc, select Safari, and press Force Quit.
    Relaunch Safari
    If you relaunch Safari, the page will reopen. To prevent this from happening, hold down the 'Shift' key while opening Safari. This will prevent windows from the last time Safari was running from reopening.
    This will not work in all cases. The shift key must be held at the right time, and in some cases, even if done correctly, the window reappears. In these circumstances, after force quitting Safari, turn off Wi-Fi or disconnect Ethernet, depending on how you connect to the Internet. Then relaunch Safari normally. It will try to reload the malicious webpage, but without a connection, it won't be able to. Navigate away from that page by entering a different URL, i.e. www.apple.com, and trying to load it. Now you can reconnect to the Internet, and the page you entered will appear rather than the malicious one.

    Right or control click the Safari app in the Applications folder then click Get Info
    If you see version 5.1.6 or 5.1.7 in the Get Info panel, updating to Safari 6 may help.
    Apple has not posted a standalone Safari 6 installer, but there is a work around.

    Now quit Safari.

    You may have better luck accessing your Hotmail account using Mac Mail instead of web based (browser) using Safari.
    Launch the Mail app.
    From the Mail menu bar top of your screen click Mail > Preferences then select the Accounts tab then the Account Information tab.
    Click +
    Type in the name, email address, and password then click Continue.
    No more not being able to quit Safari using your Hotmail account.
    If you'd rather not access your Hotmail account via Mac Mail, when you can't quit Safari, try force quitting.
    Several ways to do this.
    Comand + Option + E on your keyboard.
    Or click the Apple menu icon top left in your screen. From the drop down menu click Force Quit.
    Or by using Activity Monitor located /Applications/Utilities

This is strange, because  Safari Help still states cookies are manipulated on the Security screen, even though the screen has changed and no longer addresses cookies.

    Presuming you're referring to Safari 5.1, yes, it's moved, but I don't see it as being harder. Now you can clear all privacy-related items - cookies, cache and history - with one button, the "Remove All Website Data" button. If you want to work with individual cookies, it's still just one button, the "Details" button. So no, I don't see it as being more difficult.

    Because there's a dialog box open which needs to be dismissed before it can be quit normally. If desired, choose Force Quit from the Apple menu and shut Safari down from there.

    Several ways to force quit when you can't quit an app normally.
    Go to your Apple menu (top left in your screen) then from the drop down menu select Force Quit.
    You can also force quit an app using the Activity Monitor app located in /Applications/Utilities.
    You should be able to shut down your Mac by holiding down the power button until the screen goes black. Then restart as usual.

    Force Quit it.  Right click on the Safari icon on the Dock and while holding down Option, click on Force Quit.
    Either that or Click the Apple icon and click on shutdown while holding down Option key.
    Or launch Activity Monitor from your Utilities and find Safari and end the process.
