I can't remember my password to un-check the encypt ipod backup button? don't know what to do now?

You can continue to use the iPod but you will not be able to restore from backup. To be able to restore from backup you will have to restore your iPod to factory defaults/new iPod and start anew.

If you cannot remember the passcode, you will need to restore your device using the computer with which you last synced it. This allows you to reset your passcode and resync the data from the device (or restore from a backup). If you restore on a different computer that was never synced with the device, you will be able to unlock the device for use and remove the passcode, but your data will not be present. I can't remember the password I used to set up icloud nor the email I used to set it up with. I have my apple ID and email for that account.

I cannot get into my apple id account/ iCloud because I can't remember my password or the security questions so I created a new account but can't get the old one deleted and I am trying to down load apps on my phone but can't because I need to delete my old apple I'd account.

To change the ID for:
iMessage, go to Settings>Messages>Send & Receive (Receive At in iOS 5), tap the ID sign out, sign back in using the other ID.
FaceTime, do the same thing in Settings>FaceTime.
Purchasing, do this in Settings>iTunes & App Stores (Settings>Store in iOS 5).
iCloud, you'll have to delete the account, create a new account with the other ID, and migrate your data to the new account. Before deleting the account, if you have any photos in photo stream that are not in your camera roll or backed up somewhere else save these to your camera roll or you will lose them. To do this, open the photo stream album, tap Edit, tap all the photos you want to save, tap Share, then tap Save to Camera Roll. Once this is done, go to Settings>iCloud, scroll to the bottom and tap Delete Account. When prompted about what to do with the iCloud data, be sure to select Keep On My iPhone. Next, set up a new iCloud account using your new ID, then turn iCloud data syncing for contacts, etc. back to On, and when prompted about merging with iCloud, choose Merge. This will upload the data to the new account.

Tap and hold an app until they all start jiggling and an X appears in the icon's top left corner. One by one tap the X to delete the app. when they are all gone you are free to buy them again with your own account.

Try going to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iDevice, even though it prompts you for the password for your old account ID. Then save any photo stream photos that you wish to keep to your camera roll. When finished go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https://appleid.apple.com and change your primary email address and iCloud ID name back to the way it was. Now you can go to Settings>iCloud and sign in with your current iCloud ID and password.

I don't know what you mean by "closed" - icloud accounts stay in existence even if you disconnect all devices from the account. You can't delete them.
If you don't recall the ID or the password, and if the link above doesn't provide another way to get to the account, then you are out of luck.

ICloud is registered to old iTunes account, how can I delete this account off my phone? It won't let me log out or delete icloud and I can't remember my password or security questions. Please help as its driving me nuts!

Then update it to new email address. Creating a new AppleID is usually not a good thing as anything on your old account will not be transferred to your new account.

Restoring it will not delete it.
You need to turn it off (Settings > iCloud - Delete account then re-enable it with updated AppleID.
This is the ONLY way you can do it.
