If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then the steps half-way down this page give you a reset link on your account : http://support.apple.com/kb/HT5312
If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you will need to contact iTunes Support / Apple in your country to get the questions reset.
Contacting Apple about account security : http://support.apple.com/kb/HT5699
When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down the HT5312 link above to add a rescue email address for potential future use

Best wishes,The people on these boards aren't Apple Support and can't do that for you. You need to ask Apple to reset your security questions; ways of contacting them include clicking here and picking a method for your country, phoning AppleCare and asking for the Account Security team, and filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

I need help changing my password info on my Apple ID. I can't remember my security questions. They send the answers to a rescue email I no longer use. What can I do or who can I contact?
I've tried that. After logged in, I go to passwords and security. It then tells me to enter my security answers (that I can't remember). It sends those answers to my rescue email that I no longer use. Therefore, I can't retrieve my answers or change my rescue email.... I'm still stuck.

I can not remember my security questions answers to use my itune card to purchase things. What do i do or where do I go to retrive the answers?
If you can't remember them then go to Express Lane and select 'iTunes' from the list of 'products' in the middle of the screen.
Then select 'iTunes Store', and on the next screen select 'Account Management'
Next choose 'iTunes Store Account Security' and fill in that you'd like your security questions/answers reset.
You should get an email reply within about 24 hours (and check your Spam folder as well as your Inbox) - but some recent posts are saying that Apple have temporarily suspended the reseting of security question/answers whilst account security processes are improved, so it may take longer -

what should i do if i can't remember my security question's answer because i do not have a safety email for apple to send the reset question/answer link? my safety email got deleted
Your only option will be to contact iTunes Store support and see if they can help you. Click on this link and choose the Account Management option, and create a new case with iTunes Support.

Can not logout, restart or shutdown
I have a Mac running 10.5.8. I have seen this on different models as well. The user can not logout, restart or shutdown. When those commands are selected in the GUI nothing happens. In the past the only way I could fix it was to create a new profile.
